The Future of Warfare in the 21st Century.
The wars of the 21st century – how will they be fought? In the last 20 years, for the U.S. and our allies, the focus was counter-terrorism and insurgency, primarily in the broader Middle East. Now the focus is on great power competition – referring to Russia and China. With the outbreak of hostilities, there would be massive cyber-attacks on both sides – jamming satellites and cutting vital undersea cables that carry data. We know that AI will also play a major role, but in what capacity?
What actions might initiate such a confrontation? What initiatives could prevent such an event in the first place? What is the future role of international institutions both humanitarian/economic and quasi-military, from the UN and the EU to NATO and ASEAN? Some experts say that the solution is close consultation and collaboration with our allies in prioritizing the “right technologies” with the speed and scale to deter a great-power war. But given the difficulties in reaching a consensus for establishing priorities in democracies, would we be able to transition in time?
