(1999-2003).\r\n\r\nExecutive Director of the Institute for Mexicans Abroad at Mexico\u2019s Ministry of Foreign Affairs.\r\n\r\nConsul General of Mexico in Sacramento.\r\n\r\nIn September 2011, he was promoted by the President of Mexico to the rank of Ambassador.\r\n\r\nHe has a B.A.in International Relations from El Colegio de M\u00e9xico, and a Masters Degree also in International Relations from the School of International Relations at the University of Southern California. He is author of several publications about the Mexican population in the United States.\r\n\r\nAmbassador Gonz\u00e1lez Guti\u00e9rrez is married to Alina.
