The U.A.E. has a population of approximately 9.5 million\, out of which about 85 percent is expatriates. In 2015\, the U.A.E. registered a real GDP growth rate of 3.9 percent\, down from 4.6 percent in 2014.  Due to its vast oil wealth and relatively small population to which it must provide services\, the U.A.E. is well positioned to ride out the current low-oil-price economy.  To diversify away from oil\, the government is transitioning from an investment economy to a knowledge economy.  To this end\, it is focused on developing new industrial and commercial sectors\, including aerospace\, healthcare\, education\, and defense and tourism. \nThe U.A.E. is a leading commercial center serving the Middle East\, Africa\, and South Asia\, with a significant portion of its import volume ultimately being re-exported. Dubai in particular plays a central role as a regional trade\, logistics and tourism hub.  Its economy has also been buoyed by ongoing construction and infrastructure projects in the lead-up to the Dubai World Expo 2020.  While the construction sector has come under substantial pressure due to the prolonged slump in oil prices\, the sector remains resilient\, and Dubai’s planned real estate and infrastructure projects are progressing.  Most notably\, the expansion of the Al-Maktoum International Airport by Dubai Airport Authority\, valued at $33 billion\, is Dubai’s single biggest project.

In this role\, Akrout is responsible for end-to-end yield\, costs\, quality\, and delivery of new AMD products to customers\, and optimizing business critical infrastructure and IT service/support. \nBefore joining AMD in 2008\, Akrout worked at Freescale Semiconductor as vice president and general manager of the Networking System Division where he focused on networking multi-core and Digital Signal Processing\, driving processor competitiveness in the networking markets.    Prior to Freescale\, he spent 23 years at IBM\, where his last assignment was vice president of Entertainment and Embedded Processor Development and was responsible for the Cell Project developed through a Sony/Toshiba/IBM partnership as well as Xbox 360 processor development for Microsoft and embedded PowerPC processors cores for SoC. \nAkrout holds a bachelor’s degree in physics from the University Pierre & Marie Curie in France\, and a doctorate in electronics and physics. \n\n\n\nHaizril Abd Rahman is the current Director of MIDA Houston and was appointed on November 7\, 2016. He joined the Malaysian Investment Development Authority (MIDA) in 2008 as an Economics Affair Officer. He served in Electrical & Electronics Industries Division at MIDA headquarters in Kuala Lumpur\, Malaysia before being assigned to MIDA US office in Boston as the Deputy Director in 2014.  Haizril graduated from the University Tenaga Nasional\, Malaysia with a Bachelor Degree in Mechanical Engineering. \nThe Malaysian Investment Development Authority (MIDA) is the government’s principal agency for the promotion of the manufacturing and services sectors in Malaysia. SUMMARY:Vice Admiral Raquel Bono Discusses America's Navy and Military Health
DESCRIPTION:The World Affairs Council of Austin\, in collaboration with Dell Medical School and ACC’s International Business Institute\, is pleased to host Vice Admiral Raquel Bono for a discussion of her career as both a Naval Officer and healthcare provider.  Vice Admiral Bono’s presentation will focus on the military health system\, as well as the Navy’s overall mission. \nVice Admiral Bono saw duty in Operations Desert Shield and Desert Storm as head\, Casualty Receiving\, Fleet Hospital 5 in Saudi Arabia from August 1990 to March 1991. Upon returning\, she was stationed at Naval Medical Center Portsmouth as a surgeon in the General Surgery department; surgical intensivist in the Medical/Surgical Intensive Care Unit and attending surgeon at the Burn Trauma Unit at Sentara Norfolk General Hospital. Her various appointed duties included division head of Trauma; head of the Ambulatory Procedures Department (APD); chair of the Laboratory Animal Care and Use Committee; assistant head of the Clinical Investigations and Research department; chair of the Medical Records Committee and command intern coordinator. She has also served as the specialty leader for Intern Matters to the surgeon general of the Navy. \nIn September 1999\, she was assigned as the director of Restorative Care at the National Naval Medical Center in Bethesda\, Maryland\, followed by assignment to the Bureau of Medicine and Surgery from September 2001 to December 2002 as the Medical Corps career planning officer for the chief of the Medical Corps. She returned to the National Naval Medical Center in January 2003 as director for Medical–Surgical Services. \nFrom August 2004 through August 2005\, she served as the executive assistant to the 35th Navy Surgeon General and chief\, Bureau of Medicine and Surgery. Following that\, she reported to Naval Hospital Jacksonville\, Florida\, as the commanding officer from August 2005 to August 2008. She then served as the chief of staff\, deputy director Tricare Management Activity (TMA) of the Office of the Assistant Secretary of Defense\, Health Affairs (OASD(HA)) from September 2008 to June 2010. She later served as deputy director\, Medical Resources\, Plans and Policy (N093)\, chief of Naval Operations. \nFrom November 2011 to June 2013\, she served as the command surgeon\, U.S. Pacific Command\, Camp H.M. Smith\, Hawaii. From July 2013 to September 2013\, she served as acting commander Joint Task Force National Capital Region Medical. From September 2013 to October 2015\, she served as director\, National Capital Region Medical Directorate of the Defense Health Agency\, and as the 11th Chief\, Navy Medical Corps.  She currently serves as director\, Defense Health Agency. \nBono is a diplomat of the American Board of Surgery and has an Executive MBA from the Carson College of Business at Washington State University. \nHer personal decorations include Defense Superior Service Medal (three)\, Legion of Merit Medal (four)\, Meritorious Service Medal (two) and the Navy and Marine Corps Commendation medal (two). \nCommissioned in June 1979\,  Vice Adm. Raquel Bono obtained her baccalaureate degree from the University of Texas at Austin and attended medical school at Texas Tech University. She completed a surgical internship and a General Surgery residency at Naval Medical Center Portsmouth\, and a Trauma and Critical Care fellowship at the Eastern Virginia Graduate School of Medicine in Norfolk.

DESCRIPTION:Please join the World Affairs Council of Austin and the U.S. Department of Commerce for a White House Business Council briefing on international trade with Assistant Secretary of State for Economic and Business Affairs Ambassador Charles H. Rivkin. This will be an opportunity for you to ask questions and provide advice about international trade policies and how they affect your business. \nCharles H. Rivkin began serving as Assistant Secretary of State for Economic and Business Affairs on February 13\, 2014\, and was sworn in publicly by U.S. Secretary of State John Kerry on April 15\, 2014. Rivkin leads the U.S. State Department bureau responsible for managing trade negotiations\, investment treaties\, business and commercial affairs\, economic sanctions\, transportation affairs\, telecommunications policy\, international finance and development related issues\, as well as intellectual property rights protection. In addition\, Rivkin provides guidance to the Department’s 1\,600 economic officers around the world and to the U.S. Mission to the Organization for Economic Cooperation and Development (OECD). \nPrior to his appointment\, Rivkin served for more than four years as the U.S. Ambassador to France and Monaco\, leading America’s oldest and one of its largest diplomatic missions\, which contains six constituent posts throughout France and represents over 50 U.S. government agencies. Rivkin’s confirmation marks the first time a U.S. ambassador and former CEO has ever led the Bureau of Economic and Business Affairs. \nPrior to his government service\, Ambassador Rivkin worked in the media sector for over 20 years where he served as President and CEO of award-winning entertainment companies such as The Jim Henson Company and Wildbrain. Rivkin helped engineer the sale of The Jim Henson Company in 2000 for nearly $1 billion\, and in 2009\, he was named one of the 100 Most Creative People in Business by Fast Company. \nAmbassador Rivkin received his bachelor’s degree from Yale University in 1984\, graduating with distinction in political science and international relations. DESCRIPTION:H.E. Mr. Mninwa Johannes Mahlangu\, South Africa’s Ambassador to the USA\, will join World Affairs Council of Austin members for an exclusive political and trade briefing. \nAmbassador Mahlangu is one of the leaders who played a critical role in the process leading up to the first democratic South Africa. Between 1991 and 1994\, he was a negotiator at the Congress for Democratic South Africa (CODESA) and the Multiparty Negotiation Forum. In 1993\, he became the Co-Chairperson of these bodies. From 1993 to 1994 he was a member of South Africa’s Transitional Executive Council. \nAfter the first democratic elections in 1994\, he joined the National Assembly in the Parliament of South Africa as a representative of the African National Congress. He became a member of the Constitutional Assembly (CA)\, the body that drafted the Constitution of the Republic of South Africa. As a member of the CA\, he chaired the Core Group of the Theme Committee on Chapter 4 dealing with Parliament. During his tenure as a Member of the National Assembly he also served as Chairperson of House Committees. \nIn 2002\, he was elected Permanent Deputy Chairperson of the National Council of Provinces (NCOP) in Parliament. After the third democratic elections in 2004\, he was re-elected Permanent Deputy Chairperson of the Council. In 2005 he was elected the Chairperson of the NCOP and was re-elected in 2009. He served in this position until the fifth democratic elections in 2014. \nHe has represented South Africa in many international platforms\, including the UN and G20 Speakers Conferences. He was the leader of the South African Parliament’s delegation to the Pan-African Parliament. His duties in this continental body included serving in the Committee on Rules\, Privileges and Discipline.
