DESCRIPTION:Please join like-minded “global thinkers” for a monthly discussion on the major political/economic issues that our world is currently experiencing. Due to the Delta-Variant\, this will be an online zoom discussion. Hopefully\, in the future\, we will be able to return to an in-person discussion at the Shoal Creek Saloon.  The topic will be Afghanistan. \n  \nOver the course of the last month\, we have seen the immense changes that have occurred in Afghanistan. To say that the withdrawal was not well managed would be an understatement. However\, there are a variety of complex issues that arise from this.  Can the Taliban even be trusted? What role do countries such as Iran\, Russia\, China\, Pakistan\, and even India have in filling in the vacuum our departure has created? How has this impacted the credibility of the United States? The President of France has asked the question:  Can the U.S. be trusted?  What about our ongoing commitments elsewhere in the world – from the Middle East to Asia? Finally\, there are the allies and comrades that we left behind. What is their future? \nFrom the state department perspective\, some have suggested that the lack of tours of duty sufficient to master the problems and the confusion of policy and implementation are both ongoing issues\, and not just for Afghanistan. For a more historical perspective\, others have cited an “imperial aversion to instability\,” from the British in 19th century Sudan\, to our own years in Vietnam. SUMMARY:Globalist Coffeehouse: Cybersecurity as a National Security Threat
DESCRIPTION:Cybersecurity has been called “one of the most serious national security threats facing the U.S.” It has been estimated that malicious cyber activity costs the U.S. economy between $57 to $109 billion dollars a year. \nWe have already fallen victim to cyber-attacks\, one example being the hacks and leaks targeting the 2016 elections. And then last year\, Russia used “backdoor” accesses to hack SolarWinds – located in Austin – and impacted approximately 250 federal agencies.  Another threat is artificial intelligence driving the speed of misinformation. For instance\, conspiracy theories around the pandemic. \nThe problem is not unique to America. Russia also uses misinformation to generate anti-refugee sentiment in the EU and undermine NATO. And just last week\, we witnessed the cyber-attack on Ukraine’s infrastructure and defense systems. They are not the only players in this game. Others such as Israel\, North Korea and China are also “hacking” the internet. \nHow and where will this issue be addressed?  The current administration has introduced the Cyber Diplomacy Act. It established the Office of International Cyberspace Policy under the State Department\, and invested $10 billion in IT and cybersecurity infrastructure\, which is an excellent start. But is it enough given the threat\, especially in relation to our total defense spending? Please join us in the private dining room at La Madeleine’s located at 9828 Great Hills Trail\, Suite 650\, Austin\, TX 78759.*** \nInternational Waters: The Law of the Sea vs. a Country’s Coastal Sovereignty  \nWhen we refer to a country’s border\, we at least have a map as to where one country ends and another one begins. However\, how do we define those boundaries on water? \nInternational waters (high seas) do not belong to any individual country’s jurisdiction\, and all have the right to fishing\, navigation\, overflight\, laying cables and pipelines\, as well as scientific research. \nBeginning in the 1950s\, international mandates have come to govern who has sovereignty over a country’s coastal waters. The Convention on the High Seas\, defined “high seas” to mean “all parts of the sea that are not included in the territorial sea or in the internal waters of a State.”  This was used as a foundation for the United Nations Convention on the Law of the Sea (UNCLOS)\, signed in 1982\, which recognized exclusive economic zones extending 200 nautical miles. \nBut competition for natural resources and a military presence have led countries like China to create their own definition of its coastal waters’ sovereignty – the Nine-Dash-Line. This has led to serious tensions among China’s regional neighbors\, such as the Philippines and Vietnam. In the Arctic\, Nordic Nations have their own boundary issues\, with competition for resources with Russia. \nWhat are the implications of all this in the South China Sea\, but also for other countries with coastal boundaries? What will be the impact of climate change on coastal sovereignty?

Lamar.  This month’s topic is:\n \nWhat is the future of the UN in the 21st century? \nWith an ongoing war in Ukraine\, post-pandemic recovery\, and a drastic climate change all around our planet\, the future of the United Nations isn’t something that particularly comes to the top of our minds. The UN was originally established post-WWII\, with the goal to prevent any future wars. The UN Charter was adopted on June 25\, 1945\, and took effect October 24th\, that same year.\n\nIt is made up of 5 divisions/components – the General Assembly\, the Security Council\, the Economic and Social Council\, the Trusteeship Council\, and the International Court of Justice. The UN is immune from the laws of the countries where they operate\, seeing it is impartial to the host and member countries.\n\nAs stated in its charter\, the primary role of the UN is to maintain peace and security throughout the world. Yet\, in the Afghanistan\, Iraq\, and Syrian conflicts\, the UN has been essentially irrelevant except for humanitarian aid. It has no role in the current China/Taiwan tensions\, and its forces in Africa have not been particularly effective.\nIs the UN irrelevant as many of its economic and national security responsibilities are handled by military and economic organizations – NATO\, the EU\, ASEAN\, and the QUAD in Asia? While they have a constructive role in the international trade (WTO)\, they are often simply ignored. Even the composition of the Security Council (countries represented) reflects a politically bi-polar world that doesn’t exist today. \nSome would say that the UN (WHO) has been effective with the distribution of the vaccine throughout the pandemic. Stefan Schlüter served in the German Foreign Office until the summer of 2017 and is now a Program Director at the Diplomatic Academy in Berlin. After studying political science at the University of Hamburg\, Mr. Schlüter joined the German Foreign Office in 1979. His first foreign assignments brought him to Buenos Aires and Algiers. From 1986 to 1990 he served as the spokesman of the German Embassy in Tel Aviv before returning to the Foreign Office in Bonn as desk officer for the Maghreb countries. From 1992 to 1995 he served as Deputy Consul General in Los Angeles before returning to Bonn as Deputy Director for the southern part of Latin America. From 2000 to 2004\, he was posted to the United States a second time and served as Deputy Consul General in New York City before moving to Buenos Aires as Deputy Chief of Mission. In 2007 he returned to the Foreign Office in Berlin to assume the position of Director for Conflict Prevention\, Peace-Building\, Democracy Promotion and State-Building\, promoting German projects in this field world-wide. In 2010 he was appointed Ambassador to the Eastern Caribbean Region\, residing in Port of Spain\, Trinidad and Tobago before moving on to his last assignment as Consul General in San Francisco in 2014. \n

In Brazil\, everyone waits anxiously to see what will happen with the country’s election results. In Venezuela\, a total of seven Americans\, five of which were held in captivity for over five years\, were recently released in a prisoner swap. In Ecuador\, prison gang violence has overwhelmed an under-resourced and overcrowded system leading to a state of emergency in three provinces. In Columbia\, peace talks between its government and the National Liberation Army are set to resume. In Chile\, the country just recently elected its youngest-ever president\, a former student activist. SUMMARY:Globalist Coffeehouse: The Global Food Crisis - what are the solutions?
DESCRIPTION:As we enter a season of “culinary extravagance” we should perhaps think about the food crisis that is impacting people throughout the world. In 2021 acute food security affected 193 million people globally\, and in North Africa\, almost half – a million people are facing starvation and death. \nThe U.S. provides $2 billion annually or half of the world’s food aid. But our generosity is undermined by the fact that food aid must be purchased in the U.S. and transported on U.S.-flagged ships. While 25\,000 people are now dying daily of hunger\, the U.S. throws away 96 billion pounds of food each year – or 320 pounds per person. \nThere are several factors that overlap. Global food prices rose to new heights in 2021\, due to COVID-19 and supply chain disruptions. Around 21 million refugees face “conflict food insecurity\,” from North Africa to Yemen\, and most recently in Ukraine. \nThe temperate lands of the Global North have control over many primary commodities\, crops\, and minerals grown in the Global South\, through the control of seeds\, fertilizer\, and distribution. Russia and Ukraine together account for 33% of the world’s exports of wheat\, and Russia is the leading exporter of nitrogen fertilizers globally. \nAnd then there is climate change\, from devastating floods in Pakistan and typhoons in the Philippines to hurricanes in Central America. China has seen both drought and flooding\, leaving parts of the Yangtze unnavigable. Drought in North Africa and Yemen in the Middle East acerbates “conflict food insecurity.” \nWhat are the solutions? Certainly\, ending the war in Ukraine and shipments resuming from both there and Russia is a near-term option. Many others see a future in genetically modified plants; Bill Gates calls them “magic seeds.” Some believe that supporting and underwriting conventional breeding to improve crop yields\, is the future. With this process\, there has been a 50% increase in crop yields from 1981 to 2000 and it continues today. Finally\, many would say that we need another breakthrough like the one that produced the “Green Revolution\,” but those crops are dependent upon expensive fertilizers. Nury Turkel will join returning project participant panel contributors\, Dr. Elizabeth Prodromou\, Professor at Boston College and Senior Fellow at the Atlantic Council\, Dr. John Erickson\, priest of the Orthodox Church of America and former Dean & Professor Emeritus of St. Vladimir’s Orthodox Theological Seminary and Father/Dr. Lou Brusatti and Dr. Kelley Coblentz Bautch of St. Edward’s to continue the dialogue and exploration on the potential for religious-policy/security collaboration in supporting human rights\, religious freedom and human security. \nThe Religion-Policy/Security Nexus project was initiated in 2016 in partnership and with grant support from NATO Public Diplomacy\, Fletcher School of Law and Diplomacy at Tufts University\, Atlantic Council and other domestic and international university partners. He is the author\, most recently\, of Beijing’s Global Media Offensive: China’s Uneven Campaign To Influence Asia and the World. Kurlantzick was previously a visiting scholar at the Carnegie Endowment for International Peace\, where he studied Southeast Asian politics and economics and China’s relations with Southeast Asia\, including Chinese investment\, aid\, and diplomacy. \nPreviously\, he was a fellow at the University of Southern California Center on Public Diplomacy and a fellow at the Pacific Council on International Policy. He is currently focused on China’s relations with Southeast Asia\, and China’s approach to soft and sharp power\, including state-backed media and information efforts and other components of soft and sharp power. He is also working on issues related to the rise of global populism\, populism in Asia\, and the impact of COVID-19 on illiberal populism and political freedom overall.

O’Neil is an expert on global trade\, supply chains\, Mexico\, Latin America\, and democracy. Dr. O’Neil has lived and worked in Mexico and Argentina. She was a Fulbright scholar and a justice\, welfare\, and economics fellow at Harvard University\, and has taught Latin American politics at Columbia University. Before turning to policy\, Dr. O’Neil worked in the private sector as an equity analyst at Indosuez Capital and Credit Lyonnais Securities. \nDr. O’Neil is the author of The Globalization Myth: Why Regions Matter (Yale University Press\, October 2022)\, which chronicles the rise of three main global manufacturing and supply chain hubs and what they mean for U.S. economic competitiveness. She also wrote Two Nations Indivisible: Mexico\, the United States\, and the Road Ahead (Oxford University Press\, 2013)\, which analyzes the political\, economic\, and social transformations Mexico has undergone over the last three decades and why they matter for the United States. Dr. O’Neil is a columnist for Bloomberg Opinion and a frequent guest on national broadcast news and radio programs. W. Bush Foundation for U.S.- China Relations will speak on the current state of and future prospects for the U.S.- China relationship and answer audience questions about recent developments.\n\nDavid J. Firestein serves as president and CEO of the George H. W. DESCRIPTION:We are experiencing a global circulation of misinformation and disinformation\, especially via digital media. What are the international and regional contexts in which disinformation is generated\, harvested\, circulated\, and weaponized? How do we generate policy recommendations and solutions for the looming problems of the “post-truth” world? As the Ex. Director of “the Global Disinformation Lab (GDIL) at the University of Texas\, Dr. Mosser will address the issues we currently face with the proliferation of Disinformation.\n\n\nDr. Michael W. Mosser is at the University of Texas with a joint appointment in the Department of Government\, the Center for European Studies (CES)\, and the International Relations and Global Studies (IRG) program. He is the Executive Director of the Global Disinformation Lab (GDIL)\, the Assistant Director of the Center for European Studies (CES)\, as well as a Distinguished Scholar at the Robert S. Strauss Center for International Security and Law. He is ACC’s Middle East Affairs expert. He received his Ph.D. from the University of Texas at Austin. He is the founder and president of the Austin School\, lecture series. \nHis research interests lie at the intersection of politics\, history\, economics\, psychology\, and philosophy. He is a firm believer in a multidisciplinary approach. Circa 1025 A.D. Ibn Sina (Avicenna) said\, “The knowledge of anything\, since all things have causes\, is not acquired or complete unless it is known by its causes.” \nIn addition to his responsibilities at ACC\, from September 2010 until early 2012 he wrote regularly for Merhnameh\, a leading Tehran-based reformist socio-political monthly on US and Arab politics and history\, until the magazine was shut down by the Islamic Republic.  He has also written articles for Hamshahri and Donya-e-Eqtesad Daily newspapers in Iran.  In the US he has written for the Austin American Statesman on the Arab Spring. \nDr. Casagranda will have just returned from Saudi Arabia and Bahrain\, and consequently\, should bring a very interesting perspective on the Hamas-Israeli conflict. \n\nParking at Neill-Cochran House House Museum: Free in the museum lot\, accessible via 23rd between Leon and San Gabriel; additional street parking available.
