Before joining NATO\, from 1986 to 2001\, Despina Afentouli had extensive experience as a foreign policy and European affairs journalist and columnist including serving as European Affairs Editor at the Athens News Agency (1997-2001)\, editor-in-chief of the Greek edition of the Economist Intelligence Unit reports ( 1996-1999)\, diplomatic correspondent for STAR Channel (1995-1996) and Messimvrini Daily\, (1995-1996)\, political correspondent at Kathimerini Daily (1989-1994)\, and Foreign Affairs editor\, Athens Municipal Radio (1986-1989). Ms. Afentouli studied Law at Athens University (BA) and earned an MA degree in Political Communication at the University of Paris-I (Sorbonne). She was a member of the European Association of Journalists and served as Secretary General of the European Network of Women Journalists (1994-98).  She is the author of four books (“A journey in Greek foreign policy”\, Athens\, Potamos\, 2005/”EMU: The day after”\, Athens\, Dromeas\, 1999/ “The Europe we want”\, Athens\, I. Sideris\, 1997/”May ’68: Twenty years after”\, Athens\, Odysseas\, 1988) and of numerous articles on international relations and foreign policy.

SUMMARY:The Climate Change Challenge and Implications for National Security
DESCRIPTION:On Tuesday evening October 4\, the Kozmetsky Center and World Affairs Council of Austin will host U.S. Navy Admiral (Ret.) David W. Titley\, Ph.D.\, Professor of Practice in the Department of Meteorology and Atmospheric Science at Pennsylvania State University.  While serving in the Pentagon\, Admiral Titley initiated and led the U.S. Navy’s Task Force on Climate Change. After retiring from the Navy\, Dr. Titley served as the deputy undersecretary of commerce for operations\, the chief operating officer position at the National Oceanic and Atmospheric Administration. He served as a naval officer for 32 years and rose to the rank of rear admiral. Dr. Titley’s career included duties as commander of the Naval Meteorology and Oceanography Command; oceanographer and navigator of the Navy; and deputy assistant chief of naval operations for information dominance. He also served as senior military assistant for the director\, Office of Net Assessment in the Office of the Secretary of Defense. \nProfessor Titley is a nationally recognized expert in the field of climate\, the Arctic\, and National Security\, and he is founding Director of Penn State University’s Center for Solutions to Weather and Climate Risk. \nDr. Titley serves on numerous advisory boards and National Academies of Science committees\, including the CNA Military Advisory Board and the Science and Security Board of the Bulletin of the Atomic Scientists. Dr. Titley is a fellow of the American Meteorological Society and was awarded an honorary doctorate from the University of Alaska\, Fairbanks. \nNO RSVPs necessary. \n  \nPlease note that the Kozmetsky Center will also be hosting Dr. Geoff Dabelko\, Professor and Director of the Environmental Studies Program at Ohio State University and Senior Advisor for the Environmental Change and Security Program at the Woodrow Wilson Center\, who will offer a second perspective on the critical climate change issue in March 2017.

DESCRIPTION:The World Affairs Council of Austin\, in collaboration with Dell Medical School and ACC’s International Business Institute\, is pleased to host Vice Admiral Raquel Bono for a discussion of her career as both a Naval Officer and healthcare provider.  Vice Admiral Bono’s presentation will focus on the military health system\, as well as the Navy’s overall mission. \nVice Admiral Bono saw duty in Operations Desert Shield and Desert Storm as head\, Casualty Receiving\, Fleet Hospital 5 in Saudi Arabia from August 1990 to March 1991. Upon returning\, she was stationed at Naval Medical Center Portsmouth as a surgeon in the General Surgery department; surgical intensivist in the Medical/Surgical Intensive Care Unit and attending surgeon at the Burn Trauma Unit at Sentara Norfolk General Hospital. Her various appointed duties included division head of Trauma; head of the Ambulatory Procedures Department (APD); chair of the Laboratory Animal Care and Use Committee; assistant head of the Clinical Investigations and Research department; chair of the Medical Records Committee and command intern coordinator. She has also served as the specialty leader for Intern Matters to the surgeon general of the Navy. \nIn September 1999\, she was assigned as the director of Restorative Care at the National Naval Medical Center in Bethesda\, Maryland\, followed by assignment to the Bureau of Medicine and Surgery from September 2001 to December 2002 as the Medical Corps career planning officer for the chief of the Medical Corps. She returned to the National Naval Medical Center in January 2003 as director for Medical–Surgical Services. \nFrom August 2004 through August 2005\, she served as the executive assistant to the 35th Navy Surgeon General and chief\, Bureau of Medicine and Surgery. Following that\, she reported to Naval Hospital Jacksonville\, Florida\, as the commanding officer from August 2005 to August 2008. She then served as the chief of staff\, deputy director Tricare Management Activity (TMA) of the Office of the Assistant Secretary of Defense\, Health Affairs (OASD(HA)) from September 2008 to June 2010. She later served as deputy director\, Medical Resources\, Plans and Policy (N093)\, chief of Naval Operations. \nFrom November 2011 to June 2013\, she served as the command surgeon\, U.S. Pacific Command\, Camp H.M. Smith\, Hawaii. From July 2013 to September 2013\, she served as acting commander Joint Task Force National Capital Region Medical. From September 2013 to October 2015\, she served as director\, National Capital Region Medical Directorate of the Defense Health Agency\, and as the 11th Chief\, Navy Medical Corps.  She currently serves as director\, Defense Health Agency. \nBono is a diplomat of the American Board of Surgery and has an Executive MBA from the Carson College of Business at Washington State University. \nHer personal decorations include Defense Superior Service Medal (three)\, Legion of Merit Medal (four)\, Meritorious Service Medal (two) and the Navy and Marine Corps Commendation medal (two). \nCommissioned in June 1979\,  Vice Adm. Raquel Bono obtained her baccalaureate degree from the University of Texas at Austin and attended medical school at Texas Tech University. She completed a surgical internship and a General Surgery residency at Naval Medical Center Portsmouth\, and a Trauma and Critical Care fellowship at the Eastern Virginia Graduate School of Medicine in Norfolk.

SUMMARY:Annual Fiesta de El Grito de Independencia
DESCRIPTION:In collaboration with the Consulate General of Mexico\, the Fiesta de Independencia Foundation\,  the City of Austin\, Univision\, the State Preservation Board\, and the Mexican American Legislative Caucus\, Austin’s annual Fiesta de El Grito de Independencia is a musical celebration and historical re-enactment of Mexico’s call for independence from Spain.  The event takes place each year on the South Steps of the State Capitol. \nThe Fiesta de El Grito was relocated to the grounds of the State Capitol and taken to a historic level of participation in 2013.  Last year’s event drew a crowd of over 10\,000. \nThis family-oriented celebration is alcohol free. Special programming includes Mexican and Tejano music\, Folklorico Dancers\, and food vendor booths.  The highlight of the evening is the re-enactment of “El Grito”\, by the Honorable Carlos González Gutiérrez\, Cónsul General de México. \nNo RSVPs necessary.

Rivkin began serving as Assistant Secretary of State for Economic and Business Affairs on February 13\, 2014\, and was sworn in publicly by U.S. Secretary of State John Kerry on April 15\, 2014. Rivkin leads the U.S. State Department bureau responsible for managing trade negotiations\, investment treaties\, business and commercial affairs\, economic sanctions\, transportation affairs\, telecommunications policy\, international finance and development related issues\, as well as intellectual property rights protection. DESCRIPTION:Join us for an exclusive briefing by Kate Dischino\, Director of Emergency Programs with AmeriCares. \nAmeriCares is a health-focused nonprofit that has been helping people affected by poverty or disaster for over 35 years\, including survivors of Ebola\, cholera and other epidemics. Kate Dischino\, director of emergency programs at AmeriCares\, is on the front lines of disease outbreaks and natural disasters\, often deploying to crisis zones on a moment’s notice to lead field teams\, coordinate aid deliveries and implement emergency programs that save lives. Kate will discuss the origin of Zika and the current state of the crisis\, what is being done to reduce the impact of the virus and how AmeriCares is confronting the outbreak in Latin America. \nAs director of emergency programs\, Kate oversees AmeriCares responses to domestic and international emergencies. She is often deployed to disaster zones on a moment’s notice to lead field teams\, coordinate aid deliveries and implement emergency programs that meet survivors’ health needs. \nSince joining AmeriCares in 2012\, Kate has been on the frontlines of dozens of emergencies including Hurricane Sandy (2012)\, the 2013 Oklahoma tornadoes\, Typhoon Haiyan in the Philippines (2013) and the Nepal earthquake (2015). A certified emergency manager\, she plays a pivotal role in the design of AmeriCares emergency programs including a psychosocial workshop for frontline health workers responding to emergencies and a training program for pediatricians treating children affected by disasters. In 2015\, Kate oversaw the creation of AmeriCares first disaster preparedness guide for free and charitable clinics to help ensure safety net health facilities can continue operating during emergencies. \nKate’s disaster response work with AmeriCares has taken her to Fiji\, Mexico\, Nepal\, the Philippines\, Saipan\, Vanuatu\, and all across the United States. \nA leader in the emergency response field\, Kate currently serves on the Board of Directors of the National Voluntary Organizations Active in Disasters where she is a member of the Executive Committee and chairman of the Disaster Health Committee. She also participated in the development of the 2014 National Health Security Preparedness Index as a subject matter expert. \nPrior to joining AmeriCares\, Kate served as the associate director of Save the Children’s Domestic Emergencies Unit where she built partnerships and strengthened the emergency management program. She earned a master’s degree in international administration from the University of Denver and a bachelor’s degree in international studies and Spanish from Muhlenberg College. \n

DESCRIPTION:H.E. Mr. Mninwa Johannes Mahlangu\, South Africa’s Ambassador to the USA\, will join World Affairs Council of Austin members for an exclusive political and trade briefing. \nAmbassador Mahlangu is one of the leaders who played a critical role in the process leading up to the first democratic South Africa. Between 1991 and 1994\, he was a negotiator at the Congress for Democratic South Africa (CODESA) and the Multiparty Negotiation Forum. In 1993\, he became the Co-Chairperson of these bodies. From 1993 to 1994 he was a member of South Africa’s Transitional Executive Council. \nAfter the first democratic elections in 1994\, he joined the National Assembly in the Parliament of South Africa as a representative of the African National Congress. He became a member of the Constitutional Assembly (CA)\, the body that drafted the Constitution of the Republic of South Africa. As a member of the CA\, he chaired the Core Group of the Theme Committee on Chapter 4 dealing with Parliament. During his tenure as a Member of the National Assembly he also served as Chairperson of House Committees. \nIn 2002\, he was elected Permanent Deputy Chairperson of the National Council of Provinces (NCOP) in Parliament. After the third democratic elections in 2004\, he was re-elected Permanent Deputy Chairperson of the Council. In 2005 he was elected the Chairperson of the NCOP and was re-elected in 2009. He served in this position until the fifth democratic elections in 2014. \nHe has represented South Africa in many international platforms\, including the UN and G20 Speakers Conferences. He was the leader of the South African Parliament’s delegation to the Pan-African Parliament. His duties in this continental body included serving in the Committee on Rules\, Privileges and Discipline. A native of Washington\, DC. \nMr. Tabash’s personal and career pursuits have taken him to over 40 countries in the Americas\, Europe\, Africa\, and Asia. Prior to joining the U.S. Department of Commerce in 1998\, he worked as a Senior Project Manager for Visa Interactive which later became Integrion Financial Network\, a start-up electronic bill payment company in Reston\, Virginia and for Riggs National Bank as a Senior Sales & Service Representative and Loan Officer. Larry also worked as a Program Officer for AMIDEAST Inc.\, where he administered USAID and privately-funded training programs and worked on business development for the organization. He has more than 20 years of experience in international trade\, business\, and banking. \nLarry earned both his bachelor’s degree in International Studies and his master’s degree in International Commerce and Policy from George Mason University in Fairfax\, Virginia.
