Master’s Degree in International Public Policies from the School of advanced International Studies (SAIS) Johns Hopkins University\, Washington\, D.C\, 1980-1981. \nFederal Congressman for Tabasco\, Mexico\, from 1973 to 1976 and from 1979 to 1982. Chairman of the Science and Technology Commission of the Chamber of Deputies from 1979 to 1982. \nFederal Senator for Tabasco\, Mexico\, from 1982 to 1988.
