This month’s topic is: \nThe future of AI\nArtificial Intelligence\, or AI\, technology has transformed how we live\, study\, what entertainment we enjoy\, and now it’s progressed into our jobs. Organizations that have added machine learning and cognitive interactions to traditional business models and processes can greatly improve user experience and boost productivity. ChatGPT or Google’s Bert for instance\, can produce summary analyses on a range of topics including writing computer code\, producing art\, composing music\, and even providing legal advice all in a matter of minutes to hours. \nAI has been around formally since the 1950’s when it was defined as a machine’s ability to perform a task that would’ve previously required human intelligence. But many are now issuing stark warnings. The co-founders of Center for Humane Technology spoke about their concerns stating that the initial thought of AI is to enrich our society\, cure diseases such as cancer\, climate solutions\, etc. However\, when it becomes an arms race versus actual thorough testing simply to have the machines deployed as fast as possible\, nothing positive will come from it. \nThe Association for the Advancement of Artificial Intelligence warned the public of the risks AI brings and the need for stronger collaboration among the world’s leaders. In March\, a collection of tech officials\, scientists and policymakers signed an open letter calling for a 6-month moratorium on production of new AI models. If the private sector won’t do so voluntarily\, then they want the governments “to step in and institute a moratorium.” \nWe are at the point of a breakthrough technological advancement\, but what does it mean for the future? How will it impact society? SUMMARY:Globalist Coffeehouse: What’s ahead for the global banking/investment economy and consequently governments?
DESCRIPTION:We will be meeting in the private dining room at 5280 Burger and Taproom\, 7032 Wood Hollow Dr. This month’s topic is:  \nWhat’s ahead for the global banking/investment economy and consequently governments?\nLast month two banks\, Silicon Valley Bank and Signature Bank had to be “bailed out” with quick action by the Federal Reserve to stabilize the situation. There were other regional banks – like First Republic – “teetering on the brink” of financial failure and had to also be rescued. Finally\, there was the global banking situation with Credit Suisse being taken over by UBS\, while in Germany investors were watching Deutsche Bank. Many thought that HSBC may also be vulnerable\, impacting the economies in Asia. \nThere are several factors that may have contributed to the crisis. In the U.S.\, under the previous administration\, banking restrictions imposed after the 2008 crisis were removed for mid-sized regional banks. There was the role of “start-ups” and the “crypto sector” dominating a bank’s assets\, and finally the Federal Reserve’s policy of raising interest rates to reduce inflation. Similar situations also held for the global banking community. The pandemic\, the cost of the War in Ukraine\, and the disruption of global supply chains – especially food and energy – were all contributing factors at the international level. In the UK\, the implications of Brexit continue to be “a shock to the UK economy” and in the EU there is the economic stress of “shadow banks” (non-banking financial institutions). And last\, there is still the “contagion risk\,” where one institution or region could drag down the global economy. \nThe head of the IMF (International Monetary Fund) has said that “the global economy faces risks to financial security because of the turbulence in the banking sector.” So\, what’s next? How should this be addressed by the Federal Reserve in the U.S.\, and by institutions in the rest of the international banking community? DESCRIPTION:When we think of the world’s food supply chain a number of issues come to mind. Between recovering from a global pandemic\, to the ongoing war in Ukraine\, as well as the ever changing climate\, what does it mean to have a top to bottom approach in supply chain distribution as opposed to a horizontal approach? One requires work and cooperation from those above and below your position\, while the other one relies on working with your competitors.  \nLet’s consider some of the countries that rely heavily on rice and wheat as their main staple of food. China and India are ranked as the top two countries in the world for rice consumption. Meanwhile\, Egypt\, alongside Lebanon\, Tunisia\, Yemen\, Libya\, and Pakistan are the top buyers of wheat.   \n\nThe rise in prices for any product\, especially during international conflicts and with the impact of climate change\, is a common concept. However\, what happens when there is no subsidizing by a country’s government because there simply isn’t a supply at all? Perhaps there is a third alternative\, apart from horizontal and vertical? This month’s topic is:  \nThe Future of Cryptocurrency \nAs we begin the new year and while there is a variety of cryptocurrencies out there\, one has been at the forefront of them all. FTX\, and specifically the founder Sam Bankman-Fried\, is facing eight criminal counts\, two of which include money laundering and conspiracy to avoid campaign finance regulations. This event has now been implicated in a downward spiral for the rest of the global cryptocurrency market – from Africa (Nigeria and Kenya) to Latin America (El Salvador) and Asia (Vietnam and Singapore). By November\, Bitcoin\, which is the world’s largest cryptocurrency\, had fallen around 65%. The entire fiasco has now been deemed as “Lehman moment” referencing the 2008 investment bank collapse.  \nAre there any specific measures that should be taken in order to ensure this does not happen again? Will the crypto world learn that regulation does not equal unfairness? Certainly\, confidence in the industry has been shaken\, but it has also led global regulators to “tighten their screws if you will.” The risk is high\, and yet\, according to Changpeng Zhao\, who runs Binance\, the biggest crypto exchange\, regulations are necessary and should be done properly. He also agreed that the analogy comparison to the 2008 financial crisis was probably an accurate one. SUMMARY:Globalist Coffeehouse: The Global Food Crisis - what are the solutions?
DESCRIPTION:As we enter a season of “culinary extravagance” we should perhaps think about the food crisis that is impacting people throughout the world. In 2021 acute food security affected 193 million people globally\, and in North Africa\, almost half – a million people are facing starvation and death. \nThe U.S. provides $2 billion annually or half of the world’s food aid. But our generosity is undermined by the fact that food aid must be purchased in the U.S. and transported on U.S.-flagged ships. While 25\,000 people are now dying daily of hunger\, the U.S. throws away 96 billion pounds of food each year – or 320 pounds per person. \nThere are several factors that overlap. Global food prices rose to new heights in 2021\, due to COVID-19 and supply chain disruptions. Around 21 million refugees face “conflict food insecurity\,” from North Africa to Yemen\, and most recently in Ukraine. \nThe temperate lands of the Global North have control over many primary commodities\, crops\, and minerals grown in the Global South\, through the control of seeds\, fertilizer\, and distribution. Russia and Ukraine together account for 33% of the world’s exports of wheat\, and Russia is the leading exporter of nitrogen fertilizers globally. \nAnd then there is climate change\, from devastating floods in Pakistan and typhoons in the Philippines to hurricanes in Central America. China has seen both drought and flooding\, leaving parts of the Yangtze unnavigable. Drought in North Africa and Yemen in the Middle East acerbates “conflict food insecurity.” \nWhat are the solutions? Certainly\, ending the war in Ukraine and shipments resuming from both there and Russia is a near-term option. Many others see a future in genetically modified plants; Bill Gates calls them “magic seeds.” Some believe that supporting and underwriting conventional breeding to improve crop yields\, is the future. With this process\, there has been a 50% increase in crop yields from 1981 to 2000 and it continues today. Finally\, many would say that we need another breakthrough like the one that produced the “Green Revolution\,” but those crops are dependent upon expensive fertilizers. DESCRIPTION:Recently\, U.S. Secretary of State Anthony Blinken toured Latin America to reaffirm its commitment to the allies amid concerns that neglect of the hemisphere has let China make economic inroads. He hopes that Latin America’s new leaders will continue to maintain a free-enterprise-friendly approach to nurture U.S. ties. \nMeanwhile\, many counties have their own challenges to consider. In Brazil\, everyone waits anxiously to see what will happen with the country’s election results. In Venezuela\, a total of seven Americans\, five of which were held in captivity for over five years\, were recently released in a prisoner swap. In Ecuador\, prison gang violence has overwhelmed an under-resourced and overcrowded system leading to a state of emergency in three provinces. In Columbia\, peace talks between its government and the National Liberation Army are set to resume. In Chile\, the country just recently elected its youngest-ever president\, a former student activist. This month we are going to go a little “light” and perhaps not so serious\, but still with a “global focus” and most interesting. \nThe topic for September will be: \nA cross-cultural look at smoking – traditions\, and etiquette around the world. \nTo cease smoking is the easiest thing I ever did. I ought to know because I’ve done it a thousand times.  – Mark Twain \nWe are all aware of the health risks associated with smoking\, and while most governments take some kind of anti-smoking action\, there are many cultures around the world where smoking is almost expected\, especially if you happen to be male. \nSmoking rates vary greatly around the world. Countries in Asia have the highest rates. For example\, 47.6% of men in China smoke\, in comparison to 19.5% in the U.S.  Gender also plays an important role. In China\, only 1.8% of women smoke\, compared to 15% in the U.S.  72.6% of Indonesian men smoke\, in comparison to 8.9% in Ethiopia.  The cultural variations in smoking rates are substantial. \nSo how do different cultures smoke? What is the etiquette of smoking – from hookahs and pipes with flavored tobacco to even how one holds a cigarette? In Japan during the Edo period\, the elaborately decorated long-stemmed kiseru pipe was used to indicate wealth and status.  What about the predominance of certain brands?  For example\, clove-flavored cigarettes\, called kretek\,  dominate 90% of the Indonesian cigarette market. \nIn your time living\, working\, and traveling throughout the world\, what are some of your own observations\, and even experiences with smoking? The UN Charter was adopted on June 25\, 1945\, and took effect October 24th\, that same year.\n\nIt is made up of 5 divisions/components – the General Assembly\, the Security Council\, the Economic and Social Council\, the Trusteeship Council\, and the International Court of Justice. The UN is immune from the laws of the countries where they operate\, seeing it is impartial to the host and member countries.\n\nAs stated in its charter\, the primary role of the UN is to maintain peace and security throughout the world. Yet\, in the Afghanistan\, Iraq\, and Syrian conflicts\, the UN has been essentially irrelevant except for humanitarian aid. It has no role in the current China/Taiwan tensions\, and its forces in Africa have not been particularly effective.\nIs the UN irrelevant as many of its economic and national security responsibilities are handled by military and economic organizations – NATO\, the EU\, ASEAN\, and the QUAD in Asia? While they have a constructive role in the international trade (WTO)\, they are often simply ignored. Even the composition of the Security Council (countries represented) reflects a politically bi-polar world that doesn’t exist today. \nSome would say that the UN (WHO) has been effective with the distribution of the vaccine throughout the pandemic. Singer \n\nThere are several major reasons why drones are seen as the future of warfare: they remove the risk to our soldiers\, make fewer mistakes than other weapons systems\, and as technology improves\, drones will become even more precise and efficient. \nDrones save lives\, are low risk\, and have pinpoint accuracy.  They are as lethal as airplanes\, but at a much lower cost and don’t risk the loss of a pilot. They are used in surveillance\, reconnaissance\, and general military intelligence. Drones save time\, as they are always ready to be deployed. \nYet\, there are negative points to consider: drone warfare causes collateral damage\, as they can’t communicate with civilians for more detailed intelligence. When civilians are killed\, they see drones as an invasion force. Also\, they can be shot down. However\, how do we define those boundaries on water? \nInternational waters (high seas) do not belong to any individual country’s jurisdiction\, and all have the right to fishing\, navigation\, overflight\, laying cables and pipelines\, as well as scientific research. \nBeginning in the 1950s\, international mandates have come to govern who has sovereignty over a country’s coastal waters. The Convention on the High Seas\, defined “high seas” to mean “all parts of the sea that are not included in the territorial sea or in the internal waters of a State.”  This was used as a foundation for the United Nations Convention on the Law of the Sea (UNCLOS)\, signed in 1982\, which recognized exclusive economic zones extending 200 nautical miles. \nBut competition for natural resources and a military presence have led countries like China to create their own definition of its coastal waters’ sovereignty – the Nine-Dash-Line. This has led to serious tensions among China’s regional neighbors\, such as the Philippines and Vietnam. In the Arctic\, Nordic Nations have their own boundary issues\, with competition for resources with Russia. \nWhat are the implications of all this in the South China Sea\, but also for other countries with coastal boundaries? What will be the impact of climate change on coastal sovereignty?

DESCRIPTION:Cybersecurity has been called “one of the most serious national security threats facing the U.S.” It has been estimated that malicious cyber activity costs the U.S. economy between $57 to $109 billion dollars a year. \nWe have already fallen victim to cyber-attacks\, one example being the hacks and leaks targeting the 2016 elections. And then last year\, Russia used “backdoor” accesses to hack SolarWinds – located in Austin – and impacted approximately 250 federal agencies.  Another threat is artificial intelligence driving the speed of misinformation. For instance\, conspiracy theories around the pandemic. \nThe problem is not unique to America. Russia also uses misinformation to generate anti-refugee sentiment in the EU and undermine NATO. And just last week\, we witnessed the cyber-attack on Ukraine’s infrastructure and defense systems. They are not the only players in this game. Others such as Israel\, North Korea and China are also “hacking” the internet. \nHow and where will this issue be addressed?  The current administration has introduced the Cyber Diplomacy Act. It established the Office of International Cyberspace Policy under the State Department\, and invested $10 billion in IT and cybersecurity infrastructure\, which is an excellent start. But is it enough given the threat\, especially in relation to our total defense spending? But what brands of cars are successful in a culture or a country? Which ones make a statement or suggest a certain economic/social status? In the US we have our own stereotypes – “soccer moms” drive Honda Odyssey minivans\, and “rednecks” drive Chevy Silverado pickups. \nBut what about other cultures and countries? In China\, you drive a Lexus to demonstrate your status\, but why not a Mercedes? Why is a car brand successful or a total “bomb” in certain countries?  A wonderful naming disaster is the Mitsubishi “Pajero.” A very good vehicle\, but it didn’t sell in Spain or Spanish speaking cultures because it was lost in a very negative translation. There are numerous other lost in translation car brands. DESCRIPTION:The Austin World Affairs Council\, in association with the San Antonio WAC Young Professionals\, will host the Globalist Coffeehouse on Thursday\, April 15th\, 6:30 – 7:30 p.m. The topic is:  \n \n\n\nThe “Quad” and its role in the Indo-Pacific as a counterbalance to China.\nRecently\, the Quad has been in the news. Since 2004 the “Quadrilateral Security Dialogue\,” composed of Australia\, India\, Japan\, and the US\, has been meeting informally and conducting joint regional military exercises. \nNow China’s politically motived sanctions of Australian commodities\, Japan’s alarm over incursions by the Chinese Navy into disputed waters in the East China Sea\, and a deadly clash between India and China in the Himalayas have all caused relations between the Quad countries and China to plummet. \nPresident Biden recently hosted a summit of the Quad to address China’s assertiveness in the Indo-Pacific region. What are the next steps in the process? Will the Quad evolve into an organization along the line of NATO as a counterbalance to China? Will the Quad be able to demonstrate that they can address and even solve the economic\, transnational\, and environmental challenges in the Indo-Pacific region? \nPlease join us\, along with the San Antonio WAC Young Professionals\, in what will be a very interesting discussion on the future of everyone’s relationship to China. \nJeffery Tunis will provide an introduction to this topic. Bitcoin\, unlike other currencies\, is not regulated\, and therefore its value has skyrocketed. Throughout recent history\, we have relied on banking institutions to hold our money\, but what happens when they are no longer needed? Can we rely on digital currency on the same scale? Banks are ensured; but how are we supposed to trust digital currency? What about security issues with digital services\, i.e.\, breaches and hacks? The question is how? We are increasingly aware of the symptoms – the list is endless. Yet\, the solutions are varied and complex. Fossil fuels represent only 25% of the contribution to greenhouse gasses. What about the other 75%?  In a global sense\, if cows were a country\, they would be the third-largest emitter of greenhouse gases (methane). What about the impact of manufacturing – plastic\, steel\, and cement? Cement production releases huge quantities of carbon dioxide.  There are dire implications for the world’s people\, especially for those in less developed countries\, and those most impacted by drought and changing weather patterns like monsoons or intense weather phenomena. Among the world’s poor\, who will have access to air conditioning\, potable water\, and drought-resistant seeds?  We need to reconsider how we make things\, grow food\, and move people and goods. What are your ideas? This impacts diplomacy\, global economics\, and business in often significant ways.   Time orientation reflects a cultural or national preference toward being past-orientated\, future-orientated\, or present-orientated.  Consequently\,  the way a country conducts business\, and even diplomacy reflects how it views time. Consider portraying the concept of time on a spectrum.  On one side we have the past focus\, while on the other we have the future focus. Every country falls somewhere on that spectrum. Where do you think the US falls on this spectrum?  What are some of your experiences in business dealings\, travel\, and even relationships with cultures that have a different sense of time?
