His responsibilities include leading the energy negotiations in the NAFTA discussions. \nGuillermo Malpica Soto has served as Mexico’s Director General for International Trade in Services and Investment in Mexico’s Ministry of Economy since 2008. Since then\, he has been instrumental in formulating Mexico’s position in these areas in multilateral\, regional and bilateral fora\, including the Doha Round in the World Trade Organization\, the OECD\, ALADI\, APEC\, TISA\, the Pacific Alliance and the Trans Pacific Partnership Agreement (TPP). He also led the negotiation of bilateral investment agreements (Agreements for the Promotion and Reciprocal Protection of Investments) with Singapore\, Kuwait\, the United Arab Emirates\, Turkey\, Haiti\, Saudi Arabia\, Qatar and Ukraine. \nMr. Malpica served as Counsellor in Mexico’s Permanent Mission to the World Trade Organization in Geneva in 2007\, and as Economic Affairs Advisor in the NAFTA Office of the Ministry of the Economy in Ottawa\, Canada in 2006. \n  \n \n  \n

DESCRIPTION:The United States is the only country in the world opposed to the United National Climate Change accord. Despite President Trump’s decision to pull out of the agreement\, Austin is taking a lead in tackling climate change\, and we are fortunate to have a leading international expert on climate change to launch a new series\, “World Spins.” \nThe rest of the world\, including China\, India and the European Union\, reaffirmed their commitments. Challenging the federal decision\, 346 U.S. governors\, mayors – including Austin’s own Mayor Steve Adler — and struck a defiant pose\, the Federal government declined to make a commitment. \n“With the Paris agreement\, we finally developed a global approach to climate change that had the best chance of success. What we need is for the rest of the world and state and local actors in the U.S. to hold the line in the hopes that we will once again have leadership at the national level in the United States that recognizes the severity of the problem\,” said Dr. Josh  Busby\, an internationally-recognized authority on climate change and delegate to the last November’s Conference of the Parties (COP23) to the U.N. Convention on Climate Change\, held Nov. 6-17 in Bonn\, Germany. \nWhile climate change is often perceived as a partisan issue\, national security experts are taking a closer look at its implications. In written testimony provided to the Senate Armed Services Committee\, Defense Secretary Jim Mattis asserted that climate change is a driver of instability. Former CIA director James Clapper also stated that climate change contributes to instability\, and as population centers compete for dwindling resources\, governments will find it increasingly difficult to maintain order. \n“The security consequences of climate change include large-scale humanitarian emergencies that may require military mobilization to protect people from dying both at home and abroad\, as we saw after Hurricane Katrina and more recently after Hurricane Maria\,” Busby said. “We may also see climate change exacerbate social tensions and undermine political stability in conflict-prone countries around the world through its effects on rainfall and food production\, economic growth\, disasters and migration.” \n  \nDr. Joshua Busby\, an associate professor of public affairs at the LBJ School and a Distinguished Scholar at the Strauss Center\,  began studying climate and security in 2004\, is the lead researcher on a three-year\, $1.9 million Department of Defense (DoD) funded project called “Complex Emergencies and Political Stability in Asia” that explores the causes and dynamics of complex emergencies in Asia and options for building government capacity to prevent and respond to such situations. This project follows a similar five-year\, $7.6 million DoD-funded project in Africa called “Climate Change and African Political Stability” (CCAPS)\, on which Busby was a lead researcher. \n

She is also past president of the United States Association of Energy Economics (USAEE). In 2006\, she was chosen as one of the recipients of the Key Women in Energy—Global Award. She received the USAEE Senior Fellow Award in 2007 and the Energy Journal Best Paper Award in 2009. \nBefore joining the Bank she was an assistant professor of economics at Louisiana State University. She has a BS and MS in mathematics from Bogazici University in Istanbul\, Turkey\, and a Ph.D. in economics from Rice University in Houston. \n \n\nJay C. Hartzell is the dean of the McCombs School of Business at The University of Texas at Austin. He joined UT in 2001 after teaching at New York University’s Stern School of Business\, and prior to his current role\, he held several key administrative roles at the McCombs School. His most notable positions include his service as the senior associate dean for academic affairs\, chair of the finance department\, and executive director of the McCombs School’s Real Estate Finance and Investment Center. \nDr. Hartzell holds the Centennial Chair in Business Education Leadership and the Trammell Crow Regents Professorship in Business. He holds a B.S. in Business Administration and Economics (cum laude) from Trinity University and a Ph.D. in Finance from The University of Texas at Austin. His research focuses on real estate finance\, corporate finance\, and corporate governance. His articles have been published in the leading journals in the field\, including the Journal of Finance\, Journal of Financial Economics\, Real Estate Economics\, and the Review of Financial Studies. \nDr. Hartzell serves on the editorial board of Real Estate Economics\, and he served as an associate editor of the Review of Financial Studies\, and as a member of the board of directors of the American Real Estate and Urban Economics Association. These leaders will join distinguished academic experts including Kunibert Raffer (University of Vienna)\, Giuseppe Sacco (LUISS University of Rome)\, Brendan O’Leary (University of Pennsylvania)\, Jorge Uxo (University of Madrid) and Henning Meyer of Social Europe\, among others. \nThis is the fourth in a biennial series of Texas conferences on European issues\, which have in past years explored the crisis of the Eurozone\, the Greek crisis and the relationship of the South American Summer to European problems. Akrout oversees teams responsible for global operations\, platform and product engineering\, and infrastructure and IT services. In this role\, Akrout is responsible for end-to-end yield\, costs\, quality\, and delivery of new AMD products to customers\, and optimizing business critical infrastructure and IT service/support. \nBefore joining AMD in 2008\, Akrout worked at Freescale Semiconductor as vice president and general manager of the Networking System Division where he focused on networking multi-core and Digital Signal Processing\, driving processor competitiveness in the networking markets.    Prior to Freescale\, he spent 23 years at IBM\, where his last assignment was vice president of Entertainment and Embedded Processor Development and was responsible for the Cell Project developed through a Sony/Toshiba/IBM partnership as well as Xbox 360 processor development for Microsoft and embedded PowerPC processors cores for SoC. \nAkrout holds a bachelor’s degree in physics from the University Pierre & Marie Curie in France\, and a doctorate in electronics and physics. \n\n\n\nHaizril Abd Rahman is the current Director of MIDA Houston and was appointed on November 7\, 2016. He joined the Malaysian Investment Development Authority (MIDA) in 2008 as an Economics Affair Officer. He served in Electrical & Electronics Industries Division at MIDA headquarters in Kuala Lumpur\, Malaysia before being assigned to MIDA US office in Boston as the Deputy Director in 2014.  Haizril graduated from the University Tenaga Nasional\, Malaysia with a Bachelor Degree in Mechanical Engineering. \nThe Malaysian Investment Development Authority (MIDA) is the government’s principal agency for the promotion of the manufacturing and services sectors in Malaysia. MIDA assists companies intending to invest in the manufacturing and services sectors\, as well as facilitates the implementation of their projects.
