SUMMARY:U.S. Army Major General (Ret.) Mari K. Eder Discusses the "Information Apocalypse"
DESCRIPTION:The World Affairs Council of Austin is pleased to partner with the Kozmetsky Center at St. Edward’s University in welcoming U.S. Army Major General (Ret.) Mari K. Eder\, PhD to Austin.  Dr. Eder will assess the erosion in confidence regarding public information and suggesting ways that we might safeguard society from disinformation. \nMaj. Gen. Eder will share her perspective on the media and information in influencing perceptions of institutions\, public leaders and elections.  The lecture will analyze developments in the information space for national security and the future of warfare.  Maj. Gen. Eder will offer suggestions on how policymakers and society might respond to challenges in obtaining credible information or limiting vulnerability to deliberate attempts on the part of domestic and foreign sources or adversaries to shape perceptions with non-factual information. \nMajor General Eder served as the Army’s Deputy Chief of Public Affairs\, Commanding General of the U.S. Army Reserve Joint and Special Troops Support Command\, Deputy Chief of the Army Reserve\,  leader of the Army Reserve Ambassador Program\, Director of Public Affairs at the George C. Marshall European Center for Security Studies\, and professor and lecturer in communications and public diplomacy at the NATO School in Germany and Sweden’s International Training Command.  She was inducted into the Army Public Affairs Hall of Fame in 2017 and received the Joe Galloway Lifetime Achievement Award for excellence in strategic communication. In addition to numerous military awards and recognition\, Maj. Gen. Eder received the Vatican award of the Knight\, Grand Cross of the Order of Saint Gregory the Great from Pope Benedict XVI in 2011. \nMaj. Gen. Eder’s book\, Leading the Narrative: The Case for Strategic Communication\, is used in university communication courses\, and she is the author of numerous case studies and articles on strategic communication topics. SUMMARY:Trade\, Technology and the New Global Political Order
DESCRIPTION:The World Affairs Council of Austin in partnership with the Kozmetsky Center is pleased to have Dr. DJ Peterson\, Founder of Longview Global Advisors in Austin.  Dr. Peterson will share his perspective on the looming U.S.-China trade war;  U.S-Mexico/Latin America business and trade relations in the context of hardened border policies; the use of tariffs to achieve American global strategic priorities in the Middle East\, East Asia and Latin America; and Brexit’s impact on the European Union’s cohesion and prospects for a bilateral U.S.-U.K. trade agreement.  We have also asked Dr. Peterson to offer advice on courses and professional internship opportunities for students considering careers in international business\, economics and finance.  Dr. Peterson’s lecture\, sponsored in cooperation with World Affairs Council Austin\, will be held in the Jones Global Events Center on the St. Edward’s University campus from 7:00-9:00 PM. \n \nIn 2013\,   Dr. Peterson has advised firms across a range of sectors\, including financial services\, consumer goods\, automotive\, industrial products\, energy and mining\, life sciences\, technology and telecommunications. From 2006 to 2012\, he led the Corporate Advisory Services practice at Eurasia Group\, where he and his team of 13 business developers and client-relationship managers served large-cap clients in North America\, Europe\, and Japan. Dr. Peterson also founded and led the firm’s Operating Committee driving growth in areas such as business development\, client services\, product innovation\, business planning\, project management\, and human capital. From 1998 to 2006\, he served on the staff at the RAND Corporation where he directed major research projects in technology futures\, natural resources management\, homeland security\, and other global security policy topic areas. In addition\, Dr. Peterson organized and led RAND’s Environment\, Energy and Economic Development Program.  Dr. Peterson received his BA from Duke University and PhD in Political Science from UCLA. SUMMARY:Annual Fiesta de El Grito de Independencia
DESCRIPTION:In collaboration with the Consulate General of Mexico\, the Austin-Saltillo Sister City Committee\,  the City of Austin\, Univision\, the State Preservation Board\, and the Mexican American Legislative Caucus\, Austin’s annual Fiesta de El Grito de Independencia is a musical celebration and historical re-enactment of Mexico’s call for independence from Spain.  The event takes place each year on the South Steps of the State Capitol. \nThe Fiesta de El Grito\, located on the grounds of the State Capitol since 2013\, has drawn crowds of over 10\,000. \nThis family-oriented celebration is alcohol free. SUMMARY:Challenges in Transatlantic Security: Borders & Geopolitics in Europe & Eurasia
DESCRIPTION:The issues of borders and border security stand at the center of both United States and global policy relevance.  The World Affairs Council of Austin in partnership with the Kozmetsky Center will offer two days of discussion on the geopolitics of border security featuring participation of distinguished expert speakers and subject area academics.  Featured speakers will represent a broad range of international perspectives and approaches to the study of borders and border security. \nOn Monday April 8\, an evening forum entitled\, “Challenges in Transatlantic Security: Borders & Geopolitics in Europe & Eurasia” to be held in the Jones Global Events Center on the St. Edward’s University campus\, 7:00-9:30 PM. SUMMARY:Security and Economic Priorities for Africa: Assessments and Recommendations for Developing United States-Africa Policy
DESCRIPTION:The World Affairs Council of Austin\, in partnership with the Kozmetsky Center of Excellence at St. Edward’s University\, is pleased to present Dr. Monde Muyangwa\, Director of the Africa Program at the Woodrow Wilson International Center for Scholars based in Washington\, D.C.  Dr. Muyangwa\, among the leading experts on the diverse continent of Africa\, has visited more than 30 African countries and leveraged her experience to address the continent’s most critical issues\, as well as U.S.-Africa relations. Previously the longtime Academic Dean at the Africa Center for Strategic Studies at the National Defense University\, she has been a professor\, a nonprofit leader\, a development consultant and a Rhodes Scholar. \nDr. Muyangwa’s presentation will focus on providing a broad ranging assessment of security and economic priorities for the continent of Africa and offer her recommendations for the U.S. policy community in crafting policy that  might contribute to building productive U.S.-Africa relationships in the future.  She will also offer her perspective on potential contributions that the private sector\, and civic\, and religious institutions can make to foster sustainable development\, elevate living standards\, and promote peace and security on the continent. \n  \n \nDr. Muyangwa holds a Ph.D. in International Relations and a B.A. in Politics\, Philosophy and Economics from the University of Oxford\, as well as a B.A. in Public Administration and Economics from the University of Zambia. She is a widely cited authority on governance\, security\, and development issues who challenges dominant narratives about the continent. \n

SUMMARY:Preventing Conflict - The Role of Diplomacy and Development in Reducing Insecurity
DESCRIPTION:The world is experiencing a 25-year peak in violent conflict\, trapping millions of innocent men\, women and children in cycles of poverty and displacement. More than 550\,000 people die from violence every year in places like Syria\, Yemen and South Sudan\, while the annual humanitarian need globally has increased from $3.5 billion to over $20 billion since 2004. In 2016\, only 2 percent of official development assistance to fragile countries was dedicated to conflict prevention. Yet\, we know these programs work: they enhance security and promote stability that can break devastating cycles of violence. \nCongress has introduced the Global Fragility and Violence Reduction Act of 2018 to help solve this problem. This landmark bipartisan legislation would create for the first time a U.S. government-wide strategy to prevent and reduce violent conflict in some of the world’s most fragile environments. \nThe panelists have spent their careers at the highest levels of the U.S. government and on the frontlines of conflict zones working to prevent and resolve deadly violence through diplomacy\, defense\, and humanitarian and development work. They will share reflections from their experiences working in complex environments and offer ideas for preventing violent conflict globally. \nABOUT OUR PANELISTS \nAmbassador Ryan Crocker served 37 distinguished years in the U.S. Foreign Service\, including as U.S. Ambassador to Afghanistan\, Iraq\, Pakistan\, Syria\, Kuwait and Lebanon as well as Dean of the Bush School of Government and Public Service at Texas A&M University. Ambassador Crocker received the Presidential Medal of Freedom\, America’s highest civilian award\, in 2009\, and he was elected to the Mercy Corps Board of Directors in 2013. \nWilliam McRaven is a retired U.S. Navy four-star admiral\, who served as the commander of U.S. Special Operations Command where he led a force of 69\,000 men and women and was responsible for conducting counter-terrorism operations worldwide. He is a recognized national authority on U.S. foreign policy and has advised presidents George W. Bush and Barack Obama and other U.S. leaders on defense issues. He also previously served as the University of Texas System chancellor. \nGhilda Chrabieh is the Middle East Deputy Regional Director for Mercy Corps. \nDafna H. SUMMARY:Annual Fiesta de El Grito de Independencia
DESCRIPTION:In collaboration with the Consulate General of Mexico\, the Fiesta de Independencia Foundation\,  the City of Austin\, Univision\, the State Preservation Board\, and the Mexican American Legislative Caucus\, Austin’s annual Fiesta de El Grito de Independencia is a musical celebration and historical re-enactment of Mexico’s call for independence from Spain.  The event takes place each year on the South Steps of the State Capitol. \nThe Fiesta de El Grito was relocated to the grounds of the State Capitol and taken to a historic level of participation in 2013.  Last year’s event drew a crowd of over 10\,000. \nThis family-oriented celebration is alcohol free. Dr. Cross was a Senior Fulbright Scholar and Professor in Moscow serving on the faculty of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs (MGIMO) and the Institute of USA and Canada Studies\, Russian Academy of Sciences. She has published widely in leading academic and policy sources on US/NATO-Russia security Issues\, Russian foreign policy\, Sino-Russian relations\, religious dimensions of security\, and sources of violent extremism and terrorism.  Dr. Cross has briefed/consulted for the U.S. State Department\, U.S. Congress\, Office of the Secretary of Defense\, and among senior policy and defense institutions throughout Europe and Eurasia. \nShe is currently co-directing a project on Religion and International Security together with faculty of The Fletcher School of Law and Diplomacy at Tufts University and with support of the Public Diplomacy Engagement section of NATO.  Her most recent book is China\, Russia\, and Twenty First Century Global Geopolitics\, co-authored with Dr. Paul Bolt\, Oxford University Press\, 2018.   Full bio here.

DESCRIPTION:The World Affairs Council of Austin\, in partnership with the University of Texas at Austin McCombs School of Business\, is proud to present the Texas Enterprise Speaker Series. \nJoin us on 22 February for a presentation by Daniel Jaffee\, Ph.D.Vice President of Research; Professor of Astronomy\nCollege of Natural Sciences.\n \n“We had our Universe literally laid out in front of us in 1990…25 years later and it’s a whole new ballgame…people have had to change what they’re doing\, techniques they’re using\, and develop new instrumentation because the world is not what we thought it was.” \nThe history of astronomy since WWII has been one of new technologies opening new modes of discovery.  Radio astronomy brought quasars\, pulsars and the big bang.  Millimeter wave astronomy brought interstellar molecules.  X-ray astronomy brought black holes. The discoveries of the 1990’s – planets around other stars and the acceleration of the universe resulted from a combination of new techniques\, lucky observations\, and the astounding and unexpected properties of the natural world. \nThese discoveries spawned new “industries”\, massive efforts that now dominate the field\, and generated a drive for a whole range of new technologies to help us understand our origins.  Today’s astronomy thrives on innovation but faces many of the constraints and competitive challenges that businesses face.  I will discuss some of the latest work in the field and how it has responded to new technical developments and to the unexpected discoveries that make astronomy such an exciting area of study. \nAttendees will learn: \n• How post-WWII technologies opened new modes of discovery \n• What technologies astronomers use and how they work \n• The industries “discovered” by disruptions in astronomy \n• The constraints and competitive challenges that businesses and astronomers both face. Prof. Jaffe received his BA and PhD from Harvard University and held positions as an Enrico Fermi Fellow at the University of Chicago and an Assistant Research Scientist at UC Berkeley before joining the UT faculty in 1986.  Jaffe’s research encompasses device development\, instrumentation\, and observations geared toward understanding how stars and planetary systems form and evolve. \nHis group constructs silicon diffractive optics using precision lithography and currently has devices on instruments for NASA’s SOFIA airborne observatory and James Webb Space Telescope (the successor to Hubble)\, as well as several ground-based instruments.  His team’s IGRINS spectrograph operates at McDonald Observatory and the team is now designing an instrument for the Giant Magellan Telescope.  Prof. Jaffe’s astronomical research employs high-resolution infrared spectroscopy to look at the properties of protostars and of the disks around them that are forming planets. \nProf. Jaffe has been awarded Harvard’s Bart J. Bok prize\, a Humboldt Fellowship\, and a David and Lucile Packard Foundation Fellowship.  He was Chair of UT’s Astronomy Department from 2011 to 2015. \n \n

DESCRIPTION:The United States is the only country in the world opposed to the United National Climate Change accord. Despite President Trump’s decision to pull out of the agreement\, Austin is taking a lead in tackling climate change\, and we are fortunate to have a leading international expert on climate change to launch a new series\, “World Spins.” \nThe rest of the world\, including China\, India and the European Union\, reaffirmed their commitments. Challenging the federal decision\, 346 U.S. governors\, mayors – including Austin’s own Mayor Steve Adler — and struck a defiant pose\, the Federal government declined to make a commitment. \n“With the Paris agreement\, we finally developed a global approach to climate change that had the best chance of success. What we need is for the rest of the world and state and local actors in the U.S. to hold the line in the hopes that we will once again have leadership at the national level in the United States that recognizes the severity of the problem\,” said Dr. Josh  Busby\, an internationally-recognized authority on climate change and delegate to the last November’s Conference of the Parties (COP23) to the U.N. Convention on Climate Change\, held Nov. 6-17 in Bonn\, Germany. \nWhile climate change is often perceived as a partisan issue\, national security experts are taking a closer look at its implications. In written testimony provided to the Senate Armed Services Committee\, Defense Secretary Jim Mattis asserted that climate change is a driver of instability. Former CIA director James Clapper also stated that climate change contributes to instability\, and as population centers compete for dwindling resources\, governments will find it increasingly difficult to maintain order. \n“The security consequences of climate change include large-scale humanitarian emergencies that may require military mobilization to protect people from dying both at home and abroad\, as we saw after Hurricane Katrina and more recently after Hurricane Maria\,” Busby said. “We may also see climate change exacerbate social tensions and undermine political stability in conflict-prone countries around the world through its effects on rainfall and food production\, economic growth\, disasters and migration.” \n  \nDr. Joshua Busby\, an associate professor of public affairs at the LBJ School and a Distinguished Scholar at the Strauss Center\,  began studying climate and security in 2004\, is the lead researcher on a three-year\, $1.9 million Department of Defense (DoD) funded project called “Complex Emergencies and Political Stability in Asia” that explores the causes and dynamics of complex emergencies in Asia and options for building government capacity to prevent and respond to such situations. This project follows a similar five-year\, $7.6 million DoD-funded project in Africa called “Climate Change and African Political Stability” (CCAPS)\, on which Busby was a lead researcher. \n

Zandan has been selected by Interactive Week as one of the “Unsung Heroes of the Internet\,” awarded Ernst & Young’s “Entrepreneur of the Year\,” and was named to the Holmes Report’s inaugural Innovator 25 list. \n\nDavid D. Judson\, Stratfor’s editor-in-chief and head of content production. Judson oversees both the global network of the company’s information gathering researchers\, the forecast-making analyst team as well as the publishing team in Austin that crafts Stratfor’s work into written\, video\, and graphic form. Judson also oversees Threat Lens\, Stratfor’s premium and specialized service for corporate security officers. \nBefore joining Stratfor\, Judson worked for the Istanbul-based Dogan Media Group for eight years\, first as managing editor of the Turkish-language business daily Referans and later as editor-in-chief of the Hurriyet Daily News\, the company’s English paper. Before his work internationally\, Mr. Judson was a senior correspondent in Washington for Gannett Newspapers/USA Today. He and his wife Nermin have lived in Austin since early 2013. \n\nMine Yücel has been with the Federal Reserve Bank of Dallas since 1989. Prior to becoming research director\, Yücel was head of the FRB micro/regional/energy group and director of publications. Yücel is an advisor to the Federal Reserve Bank of Dallas president on regional and energy issues and has published numerous articles on energy and regional growth. \nYucel is a member of the National Association for Business Economics board of directors and was president of the International Association of Energy Economics in 2011\, an institution with 102 member countries. She is also past president of the United States Association of Energy Economics (USAEE). In 2006\, she was chosen as one of the recipients of the Key Women in Energy—Global Award. She received the USAEE Senior Fellow Award in 2007 and the Energy Journal Best Paper Award in 2009. \nBefore joining the Bank she was an assistant professor of economics at Louisiana State University. She has a BS and MS in mathematics from Bogazici University in Istanbul\, Turkey\, and a Ph.D. in economics from Rice University in Houston. \n \n\nJay C. Hartzell is the dean of the McCombs School of Business at The University of Texas at Austin. He joined UT in 2001 after teaching at New York University’s Stern School of Business\, and prior to his current role\, he held several key administrative roles at the McCombs School. His most notable positions include his service as the senior associate dean for academic affairs\, chair of the finance department\, and executive director of the McCombs School’s Real Estate Finance and Investment Center. \nDr. Hartzell holds the Centennial Chair in Business Education Leadership and the Trammell Crow Regents Professorship in Business. He holds a B.S. in Business Administration and Economics (cum laude) from Trinity University and a Ph.D. in Finance from The University of Texas at Austin. His research focuses on real estate finance\, corporate finance\, and corporate governance. His articles have been published in the leading journals in the field\, including the Journal of Finance\, Journal of Financial Economics\, Real Estate Economics\, and the Review of Financial Studies. \nDr. Hartzell serves on the editorial board of Real Estate Economics\, and he served as an associate editor of the Review of Financial Studies\, and as a member of the board of directors of the American Real Estate and Urban Economics Association. In addition to his academic experience\, Dr. Hartzell previously worked as a consultant with Hewitt Associates.

SUMMARY:Invisible:  Surviving the Cambodian Genocide
DESCRIPTION:In collaboration with the Kozmetsky Center at St. Edward’s University\, we will offer a lecture by Dr. Fran Pilch\, Professor Emeritus of the United States Air Force Academy.  Dr. Pilch’s lecture will incorporate insights from the course she developed for the Air Force Academy entitled “War Crimes\, Genocide\, and Human Rights\,” and extensive research included in her book released on this topic in 2017. \nDr. Pilch’s lecture will concentrate on the actual accounts of survivors of Pol Pot’s genocide which claimed the lives of an estimated two million people—more than one-fourth of the total Cambodian population. \nDr. Pilch served as a Fulbright-Hays Scholar in South Africa and a Fulbright Scholar in Mongolia\, where she taught International Law at the School of Diplomacy\, National University of Mongolia\, in Ulaanbaatar.  In 2011-12\, she was named the Case Carnegie Colorado Professor of the Year.  She was awarded her B.A. from the University of Connecticut and her M.A. and Ph.D. in International Relations from Yale University. \n  \n \n

From 1989 to 1992\, he was Ambassador to the United Nations in New York\, and he then served as Under Secretary of State for Political Affairs.
