DESCRIPTION:Join the World Affairs Council of Austin together with the City of Austin and the City of Koblenz\,  Austin-Koblenz Sister Cities Committee\, and the Partnerschaft Koblenz-Austin\, for the First (virtual) Town Hall between Austin and Koblenz.  This is a project of the American Council on Germany (ACG) Transatlantic Town Halls:  German-American Mayors Forum held under the auspices of WunderbarTogether USA 2020\, a comprehensive and collaborative initiative funded by the German Federal Foreign Office and implemented by the Goethe-Institut.\n\n\n\nDavid Langner\, born and raised in Koblenz\, was elected as Lord Mayor of Koblenz in 2018 to an eight-year term. Prior to his election as mayor and beginning in 2013\, Mr. Langner served as the State Secretary in the Ministry of Social Affairs\, Labor\, Health and Demography for the state of Rhineland-Palatinate. From 2011 to 2013\, he worked as vice president at a state agency working on planning\, nature conservation\, and construction supervision. Prior to that\, Mr. Langner served as a representative in the state parliament for five years\, and as environmental policy spokesman\, he focused on renewable energy\, nature conservation\, consumer protection and forestry. Mr. Langner studied political science and literature at universities in Oldenburg\, Marburg and Mainz and completed his master’s degree in 2003. Prior to attending university\, he completed his civil service volunteering at a home for the blind which had a deep impact on his life.

DESCRIPTION:EVENT POSTPONED DUE TO EUROPEAN TRAVEL LIMITATIONS \n  \nThe World Affairs Council of Austin\, the Wilson Center’s Kennan Institute\, the Kozmetsky Center of Excellence at St Edwards University\, and Center for Russian\, East European and Eurasian Sudies at the University of Texas are pleased to present the Kennan Conversation with Andrei Kozyrev.  Mr. Kozyrev will provide attendees with an eyewitness account of the collapse of the Soviet Union\, the struggle to create a democratic Russia in its place\, and how the promise of a better future led to the tragic outcome that changed our world forever. \nAndrei Kozyrev was foreign minister of Russia under President Boris Yeltsin from August 1991 to January 1996. During the August 1991 coup attempt against Mikhail Gorbachev\, he was present when tanks moved in to seize the Russian White House\, where Boris Yeltsin famously stood on a tank to address the crowd assembled. He then departed to Paris to muster international support and\, if needed\, to form a Russian government-in-exile. He participated in the negotiations at Brezhnev’s former hunting lodge in Belazheva\, Belarus where the leaders of Russia\, Ukraine\, and Belarus agreed to secede from the Soviet Union and form a Commonwealth of Independent States. Kozyrev’s pro-Western orientation made him an increasingly unpopular figure in Russia as Russia’s spiraling economy and the emergence of ultra-wealthy oligarchs soured ordinary Russians on Western ideas of democracy and market capitalism. \n  \nAbout the Kennan Conversation \nFor 45 years\, the Wilson Center’s Kennan Institute has worked to improve American understanding of Russia and the surrounding region. Located in Washington\, DC\, the Institute is the nation’s premier national research center devoted to Russia\, producing policy relevant knowledge\, and providing a non-partisan environment to study and debate issues concerning the region. Starting in 2016\, the Kennan Institute recognized the need to connect directly with audiences outside of the Washington beltway to answer their questions about Russia. \nThe Kennan Conversation program takes our experts on Russia and the region to meet with and engage local audiences across the United States who are fascinated by what they read and hear in the news\, but often do not have the opportunity to hear directly from leading experts. We seek out local partners to identify audiences and conduct outreach to local media and other groups interested in learning more about this part of the world.

DESCRIPTION:The World Affairs Council of Austin is pleased to partner with the Kozmetsky Center at St. Edward’s University in offering a presentation by Theodore “Ted” Karasik\, PhD\, Senior Advisor at Gulf State Analytics.  Dr. Karasik will share his perspective on the security challenges in the Middle East\, the potential of a Second “Arab Spring” and the recent diplomatic and military confrontation between the United States and Iran. \nFor the past 30 years\, Dr. Karasik worked for several U.S. agencies involved in researching and analyzing defense acquisitions\, the use of military power\, and religio-political issues across the Middle East and Eurasia including the evolution of violent extremism and financing networks. From 2006 until 2016\, Dr.Karasik lived in Dubai\, UAE where he worked on Arabian Peninsula foreign policy and security issues surrounding cultural awareness\, cybersecurity\, maritime security\, counter-terrorism\, and infrastructure and national resilience. \nDr. Karasik was formerly a Senior Political Scientist in the International Policy and Security Group at RAND Corporation serving as Director of Research for the RAND Center for Middle East Public Policy. He earned his PhD in History from the University of California\, Los Angeles in four fields: Middle East\, Russia\, the Caucasus with additional concentration in Cultural Anthropology focusing on tribes and clans from Central Asia to East Africa. Dr. Karasik has been a frequent commentator for major Arab news media (Al Arabiya\, Al Jazeera\, Sky News Arabia\, and others).

Eder\, PhD to Austin.  Dr. Eder will assess the erosion in confidence regarding public information and suggesting ways that we might safeguard society from disinformation. \nMaj. Gen. Eder will share her perspective on the media and information in influencing perceptions of institutions\, public leaders and elections.  The lecture will analyze developments in the information space for national security and the future of warfare.  Maj. Gen. Eder will offer suggestions on how policymakers and society might respond to challenges in obtaining credible information or limiting vulnerability to deliberate attempts on the part of domestic and foreign sources or adversaries to shape perceptions with non-factual information. \nMajor General Eder served as the Army’s Deputy Chief of Public Affairs\, Commanding General of the U.S. Army Reserve Joint and Special Troops Support Command\, Deputy Chief of the Army Reserve\,  leader of the Army Reserve Ambassador Program\, Director of Public Affairs at the George C. Marshall European Center for Security Studies\, and professor and lecturer in communications and public diplomacy at the NATO School in Germany and Sweden’s International Training Command.  She was inducted into the Army Public Affairs Hall of Fame in 2017 and received the Joe Galloway Lifetime Achievement Award for excellence in strategic communication. In addition to numerous military awards and recognition\, Maj. Gen. Eder received the Vatican award of the Knight\, Grand Cross of the Order of Saint Gregory the Great from Pope Benedict XVI in 2011. \nMaj. Gen. Eder’s book\, Leading the Narrative: The Case for Strategic Communication\, is used in university communication courses\, and she is the author of numerous case studies and articles on strategic communication topics. DESCRIPTION:The World Affairs Council of Austin in partnership with the Kozmetsky Center is pleased to have Dr. DJ Peterson\, Founder of Longview Global Advisors in Austin.  Dr. Peterson will share his perspective on the looming U.S.-China trade war;  U.S-Mexico/Latin America business and trade relations in the context of hardened border policies; the use of tariffs to achieve American global strategic priorities in the Middle East\, East Asia and Latin America; and Brexit’s impact on the European Union’s cohesion and prospects for a bilateral U.S.-U.K. trade agreement.  We have also asked Dr. Peterson to offer advice on courses and professional internship opportunities for students considering careers in international business\, economics and finance.  Dr. Peterson’s lecture\, sponsored in cooperation with World Affairs Council Austin\, will be held in the Jones Global Events Center on the St. Edward’s University campus from 7:00-9:00 PM. \n \nIn 2013\,   Dr. Peterson has advised firms across a range of sectors\, including financial services\, consumer goods\, automotive\, industrial products\, energy and mining\, life sciences\, technology and telecommunications. From 2006 to 2012\, he led the Corporate Advisory Services practice at Eurasia Group\, where he and his team of 13 business developers and client-relationship managers served large-cap clients in North America\, Europe\, and Japan. Dr. Peterson also founded and led the firm’s Operating Committee driving growth in areas such as business development\, client services\, product innovation\, business planning\, project management\, and human capital. From 1998 to 2006\, he served on the staff at the RAND Corporation where he directed major research projects in technology futures\, natural resources management\, homeland security\, and other global security policy topic areas. In addition\, Dr. Peterson organized and led RAND’s Environment\, Energy and Economic Development Program.  Dr. Peterson received his BA from Duke University and PhD in Political Science from UCLA. DESCRIPTION:In collaboration with the Consulate General of Mexico\, the Austin-Saltillo Sister City Committee\,  the City of Austin\, Univision\, the State Preservation Board\, and the Mexican American Legislative Caucus\, Austin’s annual Fiesta de El Grito de Independencia is a musical celebration and historical re-enactment of Mexico’s call for independence from Spain.  The event takes place each year on the South Steps of the State Capitol. \nThe Fiesta de El Grito\, located on the grounds of the State Capitol since 2013\, has drawn crowds of over 10\,000. \nThis family-oriented celebration is alcohol free. SUMMARY:Challenges in Transatlantic Security: Borders & Geopolitics in Europe & Eurasia
DESCRIPTION:The issues of borders and border security stand at the center of both United States and global policy relevance.  The World Affairs Council of Austin in partnership with the Kozmetsky Center will offer two days of discussion on the geopolitics of border security featuring participation of distinguished expert speakers and subject area academics.  Featured speakers will represent a broad range of international perspectives and approaches to the study of borders and border security. \nOn Monday April 8\, an evening forum entitled\, “Challenges in Transatlantic Security: Borders & Geopolitics in Europe & Eurasia” to be held in the Jones Global Events Center on the St. Edward’s University campus\, 7:00-9:30 PM. SUMMARY:Security and Economic Priorities for Africa: Assessments and Recommendations for Developing United States-Africa Policy
DESCRIPTION:The World Affairs Council of Austin\, in partnership with the Kozmetsky Center of Excellence at St. Edward’s University\, is pleased to present Dr. Monde Muyangwa\, Director of the Africa Program at the Woodrow Wilson International Center for Scholars based in Washington\, D.C.  Dr. Muyangwa\, among the leading experts on the diverse continent of Africa\, has visited more than 30 African countries and leveraged her experience to address the continent’s most critical issues\, as well as U.S.-Africa relations. Previously the longtime Academic Dean at the Africa Center for Strategic Studies at the National Defense University\, she has been a professor\, a nonprofit leader\, a development consultant and a Rhodes Scholar. \nDr. Muyangwa’s presentation will focus on providing a broad ranging assessment of security and economic priorities for the continent of Africa and offer her recommendations for the U.S. policy community in crafting policy that  might contribute to building productive U.S.-Africa relationships in the future.  She will also offer her perspective on potential contributions that the private sector\, and civic\, and religious institutions can make to foster sustainable development\, elevate living standards\, and promote peace and security on the continent. \n  \n \nDr. Muyangwa holds a Ph.D. in International Relations and a B.A. in Politics\, Philosophy and Economics from the University of Oxford\, as well as a B.A. in Public Administration and Economics from the University of Zambia. She is a widely cited authority on governance\, security\, and development issues who challenges dominant narratives about the continent. \n

SUMMARY:Preventing Conflict - The Role of Diplomacy and Development in Reducing Insecurity
DESCRIPTION:The world is experiencing a 25-year peak in violent conflict\, trapping millions of innocent men\, women and children in cycles of poverty and displacement. More than 550\,000 people die from violence every year in places like Syria\, Yemen and South Sudan\, while the annual humanitarian need globally has increased from $3.5 billion to over $20 billion since 2004. In 2016\, only 2 percent of official development assistance to fragile countries was dedicated to conflict prevention. Yet\, we know these programs work: they enhance security and promote stability that can break devastating cycles of violence. \nCongress has introduced the Global Fragility and Violence Reduction Act of 2018 to help solve this problem. This landmark bipartisan legislation would create for the first time a U.S. government-wide strategy to prevent and reduce violent conflict in some of the world’s most fragile environments. \nThe panelists have spent their careers at the highest levels of the U.S. government and on the frontlines of conflict zones working to prevent and resolve deadly violence through diplomacy\, defense\, and humanitarian and development work. They will share reflections from their experiences working in complex environments and offer ideas for preventing violent conflict globally. \nABOUT OUR PANELISTS \nAmbassador Ryan Crocker served 37 distinguished years in the U.S. Foreign Service\, including as U.S. Ambassador to Afghanistan\, Iraq\, Pakistan\, Syria\, Kuwait and Lebanon as well as Dean of the Bush School of Government and Public Service at Texas A&M University. Ambassador Crocker received the Presidential Medal of Freedom\, America’s highest civilian award\, in 2009\, and he was elected to the Mercy Corps Board of Directors in 2013. \nWilliam McRaven is a retired U.S. Navy four-star admiral\, who served as the commander of U.S. Special Operations Command where he led a force of 69\,000 men and women and was responsible for conducting counter-terrorism operations worldwide. He is a recognized national authority on U.S. foreign policy and has advised presidents George W. Bush and Barack Obama and other U.S. leaders on defense issues. He also previously served as the University of Texas System chancellor. \nGhilda Chrabieh is the Middle East Deputy Regional Director for Mercy Corps. \nDafna H. Rand leads Mercy Corps’ policy and advocacy and research teams\, manages the organization’s research agenda\, and oversees Mercy Corps’ engagement with global institutions. SUMMARY:Annual Fiesta de El Grito de Independencia
DESCRIPTION:In collaboration with the Consulate General of Mexico\, the Fiesta de Independencia Foundation\,  the City of Austin\, Univision\, the State Preservation Board\, and the Mexican American Legislative Caucus\, Austin’s annual Fiesta de El Grito de Independencia is a musical celebration and historical re-enactment of Mexico’s call for independence from Spain.  The event takes place each year on the South Steps of the State Capitol. \nThe Fiesta de El Grito was relocated to the grounds of the State Capitol and taken to a historic level of participation in 2013.  Last year’s event drew a crowd of over 10\,000. \nThis family-oriented celebration is alcohol free. Marshall European Center for Security Studies in Garmisch-Partenkirchen Germany from 2005-2013 where she was Director of Academics for both the Program in Advanced Security Studies and Senior Executive Seminar\, and previously had been appointed Distinguished Professor of Political Science at the United States Air Force Academy in Colorado Springs. \n\nShe earned a Ph.D. in Political Science from the University of California\, Los Angeles\, and was a resident fellowship scholar and consultant at the RAND Corporation completing programs in Russian area and policy studies. Dr. Cross was a Senior Fulbright Scholar and Professor in Moscow serving on the faculty of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs (MGIMO) and the Institute of USA and Canada Studies\, Russian Academy of Sciences. She has published widely in leading academic and policy sources on US/NATO-Russia security Issues\, Russian foreign policy\, Sino-Russian relations\, religious dimensions of security\, and sources of violent extremism and terrorism.  Dr. Cross has briefed/consulted for the U.S. State Department\, U.S. Congress\, Office of the Secretary of Defense\, and among senior policy and defense institutions throughout Europe and Eurasia. \nShe is currently co-directing a project on Religion and International Security together with faculty of The Fletcher School of Law and Diplomacy at Tufts University and with support of the Public Diplomacy Engagement section of NATO.  Her most recent book is China\, Russia\, and Twenty First Century Global Geopolitics\, co-authored with Dr. Paul Bolt\, Oxford University Press\, 2018.   Full bio here.

The committee’s mission is to promote and heighten public interest in and appreciation of the culture\, people\, languages\, businesses\, and products of Japan. \nPeelander-Z\, a Japanese action comic punk band\, will be among the featured entertainers. Attired in colorful anime-like costumes\, the musicians promise a performance with intense audience participation and a chance for the entire family to rock out. \nThe festival also will showcase a dynamic Japanese drumming performance by Austin Taiko\, and an audience participation calligraphy contest. \nOther festival highlights will include a traditional Japanese tea ceremony\, and hands-on children activities such as origami folding\, kanji writing\, and using chopsticks. \nAttendees may purchase traditional Japanese food\, drinks\, garments\, calligraphy\, and art. A silent auction also will be held. \nFestival tickets are now available for purchase: $5 for ages 5-12\, and $10 for ages 13 and older. Children younger than 5 will be admitted free. Advance purchase is highly recommended. Ticket availability at the door will be very limited.

DESCRIPTION:DUE TO A FAMILY MEDICAL EMERGENCY\, OUR SPEAKER WILL NOT BE ABLE TO TRAVEL TO AUSTIN \n  \nThe World Affairs Council of Austin in collaboration with the Greater Austin Chamber of Commerce\, Mexico’s Ministry of Economy\, and the Texas Camino Real District Export Council\, presents an exclusive executive briefing on the NAFTA negotiations featuring Guillermo Malpica Soto\, Head of the Trade and NAFTA Office in the Ministry of Economy at the Embassy of Mexico in Washington D.C. \nMr. Malpica will provide an update on the NAFTA negotiations\, Texas-Mexico trade\, and energy issues. His responsibilities include leading the energy negotiations in the NAFTA discussions. \nGuillermo Malpica Soto has served as Mexico’s Director General for International Trade in Services and Investment in Mexico’s Ministry of Economy since 2008. Since then\, he has been instrumental in formulating Mexico’s position in these areas in multilateral\, regional and bilateral fora\, including the Doha Round in the World Trade Organization\, the OECD\, ALADI\, APEC\, TISA\, the Pacific Alliance and the Trans Pacific Partnership Agreement (TPP). He also led the negotiation of bilateral investment agreements (Agreements for the Promotion and Reciprocal Protection of Investments) with Singapore\, Kuwait\, the United Arab Emirates\, Turkey\, Haiti\, Saudi Arabia\, Qatar and Ukraine. \nMr. Malpica served as Counsellor in Mexico’s Permanent Mission to the World Trade Organization in Geneva in 2007\, and as Economic Affairs Advisor in the NAFTA Office of the Ministry of the Economy in Ottawa\, Canada in 2006. \n  \n \n  \n
