DESCRIPTION:Film and discussion of anti-U.S. demonstrations – as witnessed by U.S. diplomats Christopher and Julie Kavanagh. \nSee never-before-seen privately-filmed footage of demonstrations around the U.S. Consulate General in Shenyang\, China and hear an account of on-the-ground events as they unfolded in the aftermath of the NATO bombing of the Chinese Embassy in Belgrade. \nDiscussion led by retired Foreign Service Officers Christopher and Julie Kavanagh\, both served in key foreign posts including China and Russia. \n \n5:30 – 6:00 p.m.        Social\n6:00 – 7:00 p.m.        Program – 40  – 45  minutes with 15 minutes for questions\n\nParking at Neill-Cochran House House Museum: Free in the museum lot\, accessible via 23rd between Leon and San Gabriel; additional street parking available.\n\nJulie Kavanagh is a retired Foreign Service Officer who served with the U.S. Department of\nState from 1990 to 2020. Prior to her retirement Ms. Kavanagh was the Director of Recruitment\nin the Bureau of Global Talent Management\, where she led a team of thirty recruiters across the\ncountry to develop and implement a five-year recruitment strategy for the Department of State.\nShe also advised senior Department leadership on recruitment challenges and obstacles. She was\ninformed by her experience as Diplomat-in-Residence for Texas\, where she served from 2017-\n2019\, recruiting Texans to join the Department of State.\nPrior to coming to Texas\, Ms. Kavanagh was the Acting Deputy Chief of Mission of the U.S.\nMission to China from January 2017 to June 2017. She was also Minister Counselor for\nConsular Affairs in China from 2015-2017\, where she managed a team of 600 consular\nprofessionals\, generating $500 million in annual income with a combined operating budget of\n$50 million. She advised the U.S. Ambassador to China on matters of consular policy and\noperations and served as a key member of the Embassy’s senior leadership team.\nMs. Kavanagh served a similar role as the Minister Counselor for Consular Affairs in Moscow\,\nRussia from 2013-2015\, where she also was the U.S. government’s Senior Officer in Charge\nduring the Sochi Olympics. She has also served in Taiwan\, Singapore\, Colombia\, Brazil\, and\nWashington.\nMs. Kavanagh grew up in North Canton\, Ohio. She graduated summa cum laude from\nGeorgetown University and has a Master’s Degree in Latin American Studies from the\nUniversity of Chicago. She speaks Mandarin\, Spanish\, Portuguese\, and some Russian. She is\nthe recipient of four Superior Honor awards and four Meritorious Honor awards\, as well as the\n2006 Assistant Secretary’s Award for leadership.

DESCRIPTION:In collaboration with the German-Texan Heritage Society and the American Council on Germany\, the World Affairs Council of Austin invites you to meet Ambassador (ret.) Stefan Schlüter and learn more about Germany’s Zeitenwende: Setting New Priorities in Foreign\, Security\, and Energy Policy. \n  \nAbassador (ret.) Stefan Schlüter served in the German Foreign Office until the summer of 2017 and is now a Program Director at the Diplomatic Academy in Berlin. After studying political science at the University of Hamburg\, Mr. Schlüter joined the German Foreign Office in 1979. His first foreign assignments brought him to Buenos Aires and Algiers. From 1986 to 1990 he served as the spokesman of the German Embassy in Tel Aviv before returning to the Foreign Office in Bonn as desk officer for the Maghreb countries. From 1992 to 1995 he served as Deputy Consul General in Los Angeles before returning to Bonn as Deputy Director for the southern part of Latin America. From 2000 to 2004\, he was posted to the United States a second time and served as Deputy Consul General in New York City before moving to Buenos Aires as Deputy Chief of Mission. In 2007 he returned to the Foreign Office in Berlin to assume the position of Director for Conflict Prevention\, Peace-Building\, Democracy Promotion and State-Building\, promoting German projects in this field world-wide. In 2010 he was appointed Ambassador to the Eastern Caribbean Region\, residing in Port of Spain\, Trinidad and Tobago before moving on to his last assignment as Consul General in San Francisco in 2014. \n

DESCRIPTION:*****EVENT CANCELLED *** \nWe are pleased to feature Diana Villiers Negroponte as our special guest speaker.   \nAuthor and professor\, Diana Negroponte has focused on the Cold War and how it ended. In between teaching at Fordham\, George Washington and Georgetown Universities\, she researches and writes. In 2015 the Woodrow Wilson Center for International Studies offered her a fellowship to write her book Master Negotiator: James A. Baker\, III’s Role at the End of the Cold War.  \n\n\n  \nWhile teaching at Fordham University she began Seeking Peace in El Salvador: The Struggle to Reconstruct a Nation at the End of the Cold War\, Palgrave Macmillan (212) and later translated into Spanish and published in El Salvador\, En Busca de La Paz en El Salvador\, Editorial Delgado (2016). She retained her focus on Latin America becoming a Senior Fellow at the Brookings Institution where she wrote reports on New Directions in Brazilian Foreign Relations (2007)\, The Merida Initiative and Central America: Challenges of Containing Public Insecurity and Criminal Violence\, (2009) and edited a book The End of Nostalgia: Mexico Confronts the Challenges of Global Competition (2013). \nShe has received numerous awards\, including Soroptimist International’s Advancing the Status of Women Award\, the Salvation Army of Mexico’s Award for Outstanding Community Service\, Rotary Club of Honduras’ Woman of the Year and the Belgium King’s Chevalier de l’Ordre de Leopold. \nHer current work is focused on Britain’s future after BREXIT and teaching a master’s seminar on international conflict management at Georgetown University’s School of Foreign Service. \nA copy of her book can be purchased separately\, on websites such as Amazon. \n

Prior to his election as mayor and beginning in 2013\, Mr. Langner served as the State Secretary in the Ministry of Social Affairs\, Labor\, Health and Demography for the state of Rhineland-Palatinate. From 2011 to 2013\, he worked as vice president at a state agency working on planning\, nature conservation\, and construction supervision. Prior to that\, Mr. Langner served as a representative in the state parliament for five years\, and as environmental policy spokesman\, he focused on renewable energy\, nature conservation\, consumer protection and forestry. Mr. Langner studied political science and literature at universities in Oldenburg\, Marburg and Mainz and completed his master’s degree in 2003. Prior to attending university\, he completed his civil service volunteering at a home for the blind which had a deep impact on his life.

DESCRIPTION:EVENT POSTPONED DUE TO EUROPEAN TRAVEL LIMITATIONS \n  \nThe World Affairs Council of Austin\, the Wilson Center’s Kennan Institute\, the Kozmetsky Center of Excellence at St Edwards University\, and Center for Russian\, East European and Eurasian Sudies at the University of Texas are pleased to present the Kennan Conversation with Andrei Kozyrev.  Mr. Kozyrev will provide attendees with an eyewitness account of the collapse of the Soviet Union\, the struggle to create a democratic Russia in its place\, and how the promise of a better future led to the tragic outcome that changed our world forever. \nAndrei Kozyrev was foreign minister of Russia under President Boris Yeltsin from August 1991 to January 1996. During the August 1991 coup attempt against Mikhail Gorbachev\, he was present when tanks moved in to seize the Russian White House\, where Boris Yeltsin famously stood on a tank to address the crowd assembled. He then departed to Paris to muster international support and\, if needed\, to form a Russian government-in-exile. He participated in the negotiations at Brezhnev’s former hunting lodge in Belazheva\, Belarus where the leaders of Russia\, Ukraine\, and Belarus agreed to secede from the Soviet Union and form a Commonwealth of Independent States. Kozyrev’s pro-Western orientation made him an increasingly unpopular figure in Russia as Russia’s spiraling economy and the emergence of ultra-wealthy oligarchs soured ordinary Russians on Western ideas of democracy and market capitalism. \n  \nAbout the Kennan Conversation \nFor 45 years\, the Wilson Center’s Kennan Institute has worked to improve American understanding of Russia and the surrounding region. Located in Washington\, DC\, the Institute is the nation’s premier national research center devoted to Russia\, producing policy relevant knowledge\, and providing a non-partisan environment to study and debate issues concerning the region. Starting in 2016\, the Kennan Institute recognized the need to connect directly with audiences outside of the Washington beltway to answer their questions about Russia. \nThe Kennan Conversation program takes our experts on Russia and the region to meet with and engage local audiences across the United States who are fascinated by what they read and hear in the news\, but often do not have the opportunity to hear directly from leading experts. We seek out local partners to identify audiences and conduct outreach to local media and other groups interested in learning more about this part of the world.

DESCRIPTION:The World Affairs Council of Austin is pleased to partner with the Kozmetsky Center at St. Edward’s University in offering a presentation by Theodore “Ted” Karasik\, PhD\, Senior Advisor at Gulf State Analytics.  Dr. Karasik will share his perspective on the security challenges in the Middle East\, the potential of a Second “Arab Spring” and the recent diplomatic and military confrontation between the United States and Iran. \nFor the past 30 years\, Dr. Karasik worked for several U.S. agencies involved in researching and analyzing defense acquisitions\, the use of military power\, and religio-political issues across the Middle East and Eurasia including the evolution of violent extremism and financing networks. From 2006 until 2016\, Dr.Karasik lived in Dubai\, UAE where he worked on Arabian Peninsula foreign policy and security issues surrounding cultural awareness\, cybersecurity\, maritime security\, counter-terrorism\, and infrastructure and national resilience. \nDr. Karasik was formerly a Senior Political Scientist in the International Policy and Security Group at RAND Corporation serving as Director of Research for the RAND Center for Middle East Public Policy. He earned his PhD in History from the University of California\, Los Angeles in four fields: Middle East\, Russia\, the Caucasus with additional concentration in Cultural Anthropology focusing on tribes and clans from Central Asia to East Africa. Dr. Karasik has been a frequent commentator for major Arab news media (Al Arabiya\, Al Jazeera\, Sky News Arabia\, and others).

It is estimated that of these\, approximately 2.7 million have fled to countries in Latin America and the Caribbean with the total number expected to exceed 5 million people by the end of 2019. This migration is the largest to affect the Western Hemisphere in modern history\, creating an unprecedented humanitarian crisis.  Access to health care\, education\, food and nutrition\, and safety and security are among the highest priorities. SUMMARY:Security and Economic Priorities for Africa: Assessments and Recommendations for Developing United States-Africa Policy
DESCRIPTION:The World Affairs Council of Austin\, in partnership with the Kozmetsky Center of Excellence at St. Edward’s University\, is pleased to present Dr. Monde Muyangwa\, Director of the Africa Program at the Woodrow Wilson International Center for Scholars based in Washington\, D.C.  Dr. Muyangwa\, among the leading experts on the diverse continent of Africa\, has visited more than 30 African countries and leveraged her experience to address the continent’s most critical issues\, as well as U.S.-Africa relations. Previously the longtime Academic Dean at the Africa Center for Strategic Studies at the National Defense University\, she has been a professor\, a nonprofit leader\, a development consultant and a Rhodes Scholar. \nDr. Muyangwa’s presentation will focus on providing a broad ranging assessment of security and economic priorities for the continent of Africa and offer her recommendations for the U.S. policy community in crafting policy that  might contribute to building productive U.S.-Africa relationships in the future.  She will also offer her perspective on potential contributions that the private sector\, and civic\, and religious institutions can make to foster sustainable development\, elevate living standards\, and promote peace and security on the continent. \n  \n \nDr. Muyangwa holds a Ph.D. in International Relations and a B.A. in Politics\, Philosophy and Economics from the University of Oxford\, as well as a B.A. in Public Administration and Economics from the University of Zambia. She is a widely cited authority on governance\, security\, and development issues who challenges dominant narratives about the continent. \n

SUMMARY:Preventing Conflict - The Role of Diplomacy and Development in Reducing Insecurity
DESCRIPTION:The world is experiencing a 25-year peak in violent conflict\, trapping millions of innocent men\, women and children in cycles of poverty and displacement. More than 550\,000 people die from violence every year in places like Syria\, Yemen and South Sudan\, while the annual humanitarian need globally has increased from $3.5 billion to over $20 billion since 2004. In 2016\, only 2 percent of official development assistance to fragile countries was dedicated to conflict prevention. Yet\, we know these programs work: they enhance security and promote stability that can break devastating cycles of violence. \nCongress has introduced the Global Fragility and Violence Reduction Act of 2018 to help solve this problem. This landmark bipartisan legislation would create for the first time a U.S. government-wide strategy to prevent and reduce violent conflict in some of the world’s most fragile environments. \nThe panelists have spent their careers at the highest levels of the U.S. government and on the frontlines of conflict zones working to prevent and resolve deadly violence through diplomacy\, defense\, and humanitarian and development work. They will share reflections from their experiences working in complex environments and offer ideas for preventing violent conflict globally. \nABOUT OUR PANELISTS \nAmbassador Ryan Crocker served 37 distinguished years in the U.S. Foreign Service\, including as U.S. Ambassador to Afghanistan\, Iraq\, Pakistan\, Syria\, Kuwait and Lebanon as well as Dean of the Bush School of Government and Public Service at Texas A&M University. Ambassador Crocker received the Presidential Medal of Freedom\, America’s highest civilian award\, in 2009\, and he was elected to the Mercy Corps Board of Directors in 2013. \nWilliam McRaven is a retired U.S. Navy four-star admiral\, who served as the commander of U.S. Special Operations Command where he led a force of 69\,000 men and women and was responsible for conducting counter-terrorism operations worldwide. He is a recognized national authority on U.S. foreign policy and has advised presidents George W. Bush and Barack Obama and other U.S. leaders on defense issues. He also previously served as the University of Texas System chancellor. \nGhilda Chrabieh is the Middle East Deputy Regional Director for Mercy Corps. \nDafna H. Rand leads Mercy Corps’ policy and advocacy and research teams\, manages the organization’s research agenda\, and oversees Mercy Corps’ engagement with global institutions. Marshall European Center for Security Studies in Garmisch-Partenkirchen Germany from 2005-2013 where she was Director of Academics for both the Program in Advanced Security Studies and Senior Executive Seminar\, and previously had been appointed Distinguished Professor of Political Science at the United States Air Force Academy in Colorado Springs. \n\nShe earned a Ph.D. in Political Science from the University of California\, Los Angeles\, and was a resident fellowship scholar and consultant at the RAND Corporation completing programs in Russian area and policy studies. Dr. Cross was a Senior Fulbright Scholar and Professor in Moscow serving on the faculty of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs (MGIMO) and the Institute of USA and Canada Studies\, Russian Academy of Sciences. She has published widely in leading academic and policy sources on US/NATO-Russia security Issues\, Russian foreign policy\, Sino-Russian relations\, religious dimensions of security\, and sources of violent extremism and terrorism.  Dr. Cross has briefed/consulted for the U.S. State Department\, U.S. Congress\, Office of the Secretary of Defense\, and among senior policy and defense institutions throughout Europe and Eurasia. \nShe is currently co-directing a project on Religion and International Security together with faculty of The Fletcher School of Law and Diplomacy at Tufts University and with support of the Public Diplomacy Engagement section of NATO.  Her most recent book is China\, Russia\, and Twenty First Century Global Geopolitics\, co-authored with Dr. Paul Bolt\, Oxford University Press\, 2018.   Full bio here.

His responsibilities include leading the energy negotiations in the NAFTA discussions. \nGuillermo Malpica Soto has served as Mexico’s Director General for International Trade in Services and Investment in Mexico’s Ministry of Economy since 2008. Since then\, he has been instrumental in formulating Mexico’s position in these areas in multilateral\, regional and bilateral fora\, including the Doha Round in the World Trade Organization\, the OECD\, ALADI\, APEC\, TISA\, the Pacific Alliance and the Trans Pacific Partnership Agreement (TPP). He also led the negotiation of bilateral investment agreements (Agreements for the Promotion and Reciprocal Protection of Investments) with Singapore\, Kuwait\, the United Arab Emirates\, Turkey\, Haiti\, Saudi Arabia\, Qatar and Ukraine. \nMr. Malpica served as Counsellor in Mexico’s Permanent Mission to the World Trade Organization in Geneva in 2007\, and as Economic Affairs Advisor in the NAFTA Office of the Ministry of the Economy in Ottawa\, Canada in 2006. \n  \n \n  \n
