DESCRIPTION:Climate and Global Change: What to Expect and How to Build Resilient Infrastructure and Lives Throughout the World. \nClimate and weather extremes have been called an “existential threat” to life as we know it.  What can we expect as the associated extreme weather and changing weather patterns threaten infrastructure and lives throughout the world?  What opportunities might exist for the role of transnational organizations such as the UN to address this crisis? Finally\, what about the EU\, China\, India\, the US\, and their leadership roles? Prof. Dev Niyogi will present a program on what we\, and the world\, can expect in the decades ahead\, and possible options for our response. \n \nDr. Dev Niyogi is the William Stamps Farish Chair with the Department of Earth and Planetary Sciences at the Jackson School of Geosciences. He is also part of initiatives such as Planet Texas 2050\, Good Systems for AI and Smart Cities\, and the Oden Institute Computational Engineering and Sciences and Center for Space Research\, Energy and Earth Resources.  Dr. Dev Niyogi is also an Emeritus Professor at Purdue University\, Indiana\, where he was a Professor in Atmospheric Sciences and served as the State Climatologist for Indiana.  He has also worked with the United Nations and UNESCO.

DESCRIPTION:The United States is the only country in the world opposed to the United National Climate Change accord. Despite President Trump’s decision to pull out of the agreement\, Austin is taking a lead in tackling climate change\, and we are fortunate to have a leading international expert on climate change to launch a new series\, “World Spins.” \nThe rest of the world\, including China\, India and the European Union\, reaffirmed their commitments. Challenging the federal decision\, 346 U.S. governors\, mayors – including Austin’s own Mayor Steve Adler — and struck a defiant pose\, the Federal government declined to make a commitment. \n“With the Paris agreement\, we finally developed a global approach to climate change that had the best chance of success. What we need is for the rest of the world and state and local actors in the U.S. to hold the line in the hopes that we will once again have leadership at the national level in the United States that recognizes the severity of the problem\,” said Dr. Josh  Busby\, an internationally-recognized authority on climate change and delegate to the last November’s Conference of the Parties (COP23) to the U.N. Convention on Climate Change\, held Nov. 6-17 in Bonn\, Germany. \nWhile climate change is often perceived as a partisan issue\, national security experts are taking a closer look at its implications. In written testimony provided to the Senate Armed Services Committee\, Defense Secretary Jim Mattis asserted that climate change is a driver of instability. Former CIA director James Clapper also stated that climate change contributes to instability\, and as population centers compete for dwindling resources\, governments will find it increasingly difficult to maintain order. \n“The security consequences of climate change include large-scale humanitarian emergencies that may require military mobilization to protect people from dying both at home and abroad\, as we saw after Hurricane Katrina and more recently after Hurricane Maria\,” Busby said. “We may also see climate change exacerbate social tensions and undermine political stability in conflict-prone countries around the world through its effects on rainfall and food production\, economic growth\, disasters and migration.” \n  \nDr. Joshua Busby\, an associate professor of public affairs at the LBJ School and a Distinguished Scholar at the Strauss Center\,  began studying climate and security in 2004\, is the lead researcher on a three-year\, $1.9 million Department of Defense (DoD) funded project called “Complex Emergencies and Political Stability in Asia” that explores the causes and dynamics of complex emergencies in Asia and options for building government capacity to prevent and respond to such situations. This project follows a similar five-year\, $7.6 million DoD-funded project in Africa called “Climate Change and African Political Stability” (CCAPS)\, on which Busby was a lead researcher. \n

SUMMARY:The Climate Change Challenge and Implications for National Security
DESCRIPTION:On Tuesday evening October 4\, the Kozmetsky Center and World Affairs Council of Austin will host U.S. Navy Admiral (Ret.) David W. Titley\, Ph.D.\, Professor of Practice in the Department of Meteorology and Atmospheric Science at Pennsylvania State University.  While serving in the Pentagon\, Admiral Titley initiated and led the U.S. Navy’s Task Force on Climate Change. After retiring from the Navy\, Dr. Titley served as the deputy undersecretary of commerce for operations\, the chief operating officer position at the National Oceanic and Atmospheric Administration. He served as a naval officer for 32 years and rose to the rank of rear admiral. Dr. Titley’s career included duties as commander of the Naval Meteorology and Oceanography Command; oceanographer and navigator of the Navy; and deputy assistant chief of naval operations for information dominance. He also served as senior military assistant for the director\, Office of Net Assessment in the Office of the Secretary of Defense. \nProfessor Titley is a nationally recognized expert in the field of climate\, the Arctic\, and National Security\, and he is founding Director of Penn State University’s Center for Solutions to Weather and Climate Risk. \nDr. Titley serves on numerous advisory boards and National Academies of Science committees\, including the CNA Military Advisory Board and the Science and Security Board of the Bulletin of the Atomic Scientists. Dr. Titley is a fellow of the American Meteorological Society and was awarded an honorary doctorate from the University of Alaska\, Fairbanks. \nNO RSVPs necessary. \n  \nPlease note that the Kozmetsky Center will also be hosting Dr. Geoff Dabelko\, Professor and Director of the Environmental Studies Program at Ohio State University and Senior Advisor for the Environmental Change and Security Program at the Woodrow Wilson Center\, who will offer a second perspective on the critical climate change issue in March 2017.
