DESCRIPTION:The Austin World Affairs Council\, in association with the San Antonio WAC Young Professionals\, will host the Globalist Coffeehouse on Thursday\, April 15th\, 6:30 – 7:30 p.m. The topic is:  \n \n\n\nThe “Quad” and its role in the Indo-Pacific as a counterbalance to China.\nRecently\, the Quad has been in the news. Since 2004 the “Quadrilateral Security Dialogue\,” composed of Australia\, India\, Japan\, and the US\, has been meeting informally and conducting joint regional military exercises. \nNow China’s politically motived sanctions of Australian commodities\, Japan’s alarm over incursions by the Chinese Navy into disputed waters in the East China Sea\, and a deadly clash between India and China in the Himalayas have all caused relations between the Quad countries and China to plummet. \nPresident Biden recently hosted a summit of the Quad to address China’s assertiveness in the Indo-Pacific region. What are the next steps in the process? Will the Quad evolve into an organization along the line of NATO as a counterbalance to China? Will the Quad be able to demonstrate that they can address and even solve the economic\, transnational\, and environmental challenges in the Indo-Pacific region? \nPlease join us\, along with the San Antonio WAC Young Professionals\, in what will be a very interesting discussion on the future of everyone’s relationship to China. \nJeffery Tunis will provide an introduction to this topic. DESCRIPTION:On your way to China to do business?  “Do your homework\,” advises Tyler Johnson\, an international business consultant and author of The Way of The Laowai: The Importance of International Self-Awareness for Businesses.   “Laowai” (pronounced  “laaw wye”) is Mandarin for “old foreigner\,” a reminder that culture always trumps business. \n \nJohnson should know.  He spent 10 years in Shanghai running Dell’s sales and ultimately the company’s Asia Pacific professional services organization.  His tenure\, from 2005-2015\, coincided with China’s ramp up as a world economic powerhouse and the widespread recognition that companies – especially tech companies – have to be there.  The opportunity is both huge and culture-specific: \n\nThe Chinese government exerts strong control over the private sector: China has more companies in the Fortune 500 than any country except the United States\, and more than half of those firms are controlled by a single government agency.\nThe consumer market is huge and uses technology: Analysts predict retail sales growth of 7.5% in China and 3.3% in the U.S. for 2019\, with China ending the year with total retail sales of $5\,074 trillion\, exceeding  that expected for the U.S. by more than $100 billion\, with over half of Chinese retail sales being made by smart phones.\n\nAs Johnson discovered\, “the way of the laowai” can be a humbling experience.  Johnson tells the story of pitching a technology solution to a provincial official and being told “I don’t think you guys understand what we need.”  The problem?  Sheer volume.  In a single day\, his prospect’s rural province did more banking transactions than the entire United States. \nRSVP and join us!        \n  \n  \n  \n

DESCRIPTION:The Greater Austin Chamber of Commerce in partnership with the World Affairs Council of Austin is pleased to present a discussion on trade and security featuring the U.S. Ambassador to the Republic of Korea\, Harry Harris; The Republic of Korea Ambassador to the USA\, Yoon-je Cho; and President of the Korea Institute of America and former U.S. Ambassador to the Republic of Korea\, Kathleen Stephens. \nAmbassador Harry Harris was confirmed by the United States Senate on June 28\, 2018 as U.S. Ambassador to the Republic of Korea (ROK). \nAmbassador Harris commanded the U.S. Pacific Command (USPACOM)\, now known as the Indo-Pacific Command (INDOPACOM)\, from May\, 2015 to May\, 2018.  He is the first Asian-American to hold four-star rank in the U.S. Navy and the first to head USPACOM.  Prior to USPACOM\, he commanded the U.S. Pacific Fleet.  Other operational commands include the U.S. 6th Fleet\, Striking and Support Forces NATO\, Joint Task Force Guantanamo\, Patrol and Reconnaissance Wing 1\, and Patrol Squadron 46. \nFrom 2011 to 2013\, Ambassador Harris served as the representative of the Chairman of the Joint Chiefs of Staff to the Secretary of State.  In this role\, he traveled to over 80 countries with the Secretary and participated in most of the Secretary’s meetings with foreign leaders.  He also served as the U.S. Roadmap Monitor for the Mid-East Peace Process. \nAmbassador Harris was born in Japan and reared in Tennessee and Florida.  He graduated from the U.S. Naval Academy in 1978.  He holds master’s degrees from Harvard’s Kennedy School of Government and Georgetown’s School of Foreign Service.  He also did post-graduate work at Oxford University and completed the Seminar 21 fellowship at the Massachusetts Institute of Technology. \nAmbassador Yoon-je Cho was appointed Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the United States of America by President Moon Jae-in in August 2017. He presented his credentials to President Donald J. Trump on November 29\, 2017. \nPrior to his appointment to the US\, Ambassador Cho was dispatched as President Moon’s Special Envoy to the European Union and Germany in May 2017. He previously served as Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the United Kingdom from 2005 to 2008. From 2003 to 2005\, he was an Advisor to President Roh Moo-hyun on Economic Policy. He was a core and advisor for President Moon Jae-in’s 2017 election campaign\, heading the thencandidate’s core think-tank\, “The Policy Space for People’s Prosperity”. \nAs one of the most prominent economists in Korea\, Ambassador Cho was trained in the Department of Economics at Seoul National University (BA\, 1976) and Stanford University (MA and Ph.D. in Economics\, 1984). Ambassador Cho began his career as an economist at the World Bank (1984-1989) and the International Monetary Fund (1989-1992). Before returning to the World Bank as Senior Economist in 1992\, he also taught at Georgetown University as an adjunct professor. \nAmbassador Cho has held various positions in the ROK government throughout his career\, including Member of the Financial Sector Development Committee at the Ministry of Finance and Economy (2000-2003)\, Member of the Policy Board at the Korea Center for International Finance (1999-2001)\, and Senior Advisor to the Deputy Prime Minister and Minister of Finance and Economy (1996-1997). He also served as Vice President of the Korea Institute of Public Finance (1995-1996). \nAmbassador (retired) Kathleen Stephens assumed leadership of KEI as President and CEO in September 2018.  Ambassador Stephens was a career diplomat in the United States Foreign Service\, 1978-2015.  She was U.S. Ambassador to the Republic of Korea 2008-2011\, the first woman and first Korean-speaker to serve in that position.  Other overseas assignments included postings to China\, former Yugoslavia\, Portugal\, Northern Ireland\, where she was U.S. Consul General in Belfast during the negotiations culminating in the 1998 Good Friday Agreement\, and India\, where she was U.S. Charge ‘d Affaires (2014-2015). \nAmbassador Stephens also served in a number of policy positions in Washington at the Department of State and the White House.  These included acting Under Secretary of State for Public Diplomacy and Public Affairs (2012)\, Principal Deputy Assistant Secretary of State for East Asian and Pacific Affairs (2005-2007)\, Deputy Assistant Secretary of State for European and Eurasian Affairs (2003-2005)\, and National Security Council Director for European Affairs at the Clinton White House. \nKorea has been a leit motif of Ambassador Stephens’ life and career since she served in rural Korea as a Peace Corps volunteer and trainer\, 1975-1977.  She was in Korea 1983-1989\, first as a political officer at the U.S. Embassy in Seoul reporting on Korea’s domestic political and human rights scene\, and later leading the U.S. Consulate in Busan. \nStephens was William J. Perry Fellow for Korea at Stanford University’s Shorenstein Asia Pacific Research Center\, 2015-2018.  She has also been Endowed Chair Professor for Language and Diplomacy at Hankuk University of Foreign Studies in Seoul\, and Senior State Department Fellow at Georgetown University’s Institute for the Study of Diplomacy.  She is a Mansfield Foundation Distinguished Fellow\, Pacific Century Institute board chairman\, a trustee for The Asia Foundation\, and on the board of The Korea Society.  She is a member of the American Academy of Diplomacy and the Council on Foreign Relations.

Dr. Cross was a Senior Fulbright Scholar and Professor in Moscow serving on the faculty of the Moscow State Institute of International Relations of the Ministry of Foreign Affairs (MGIMO) and the Institute of USA and Canada Studies\, Russian Academy of Sciences. She has published widely in leading academic and policy sources on US/NATO-Russia security Issues\, Russian foreign policy\, Sino-Russian relations\, religious dimensions of security\, and sources of violent extremism and terrorism.  Dr. Cross has briefed/consulted for the U.S. State Department\, U.S. Congress\, Office of the Secretary of Defense\, and among senior policy and defense institutions throughout Europe and Eurasia. \nShe is currently co-directing a project on Religion and International Security together with faculty of The Fletcher School of Law and Diplomacy at Tufts University and with support of the Public Diplomacy Engagement section of NATO.  Her most recent book is China\, Russia\, and Twenty First Century Global Geopolitics\, co-authored with Dr. Paul Bolt\, Oxford University Press\, 2018.   Full bio here.

The winning high school teams at each local competition is invited to participate at the national contest in Washington DC.  Our competition consists of 10 rounds of 10 questions about specific global themes. \nSchools can register teams of 4 students in grades 9 – 12\, however; the contest is especially relevant to students in World Geography\, AP Human Geography and Economics. \nAWQ is a terrific opportunity to engage students in global affairs in a competition against fellow high school students in the area.  We have had great success and participation in this event in past years and want to make it even bigger! \n \n  \n

DESCRIPTION:The United States is the only country in the world opposed to the United National Climate Change accord. Despite President Trump’s decision to pull out of the agreement\, Austin is taking a lead in tackling climate change\, and we are fortunate to have a leading international expert on climate change to launch a new series\, “World Spins.” \nThe rest of the world\, including China\, India and the European Union\, reaffirmed their commitments. Challenging the federal decision\, 346 U.S. governors\, mayors – including Austin’s own Mayor Steve Adler — and struck a defiant pose\, the Federal government declined to make a commitment. \n“With the Paris agreement\, we finally developed a global approach to climate change that had the best chance of success. What we need is for the rest of the world and state and local actors in the U.S. to hold the line in the hopes that we will once again have leadership at the national level in the United States that recognizes the severity of the problem\,” said Dr. Josh  Busby\, an internationally-recognized authority on climate change and delegate to the last November’s Conference of the Parties (COP23) to the U.N. Convention on Climate Change\, held Nov. 6-17 in Bonn\, Germany. \nWhile climate change is often perceived as a partisan issue\, national security experts are taking a closer look at its implications. In written testimony provided to the Senate Armed Services Committee\, Defense Secretary Jim Mattis asserted that climate change is a driver of instability. Former CIA director James Clapper also stated that climate change contributes to instability\, and as population centers compete for dwindling resources\, governments will find it increasingly difficult to maintain order. \n“The security consequences of climate change include large-scale humanitarian emergencies that may require military mobilization to protect people from dying both at home and abroad\, as we saw after Hurricane Katrina and more recently after Hurricane Maria\,” Busby said. “We may also see climate change exacerbate social tensions and undermine political stability in conflict-prone countries around the world through its effects on rainfall and food production\, economic growth\, disasters and migration.” \n  \nDr. Joshua Busby\, an associate professor of public affairs at the LBJ School and a Distinguished Scholar at the Strauss Center\,  began studying climate and security in 2004\, is the lead researcher on a three-year\, $1.9 million Department of Defense (DoD) funded project called “Complex Emergencies and Political Stability in Asia” that explores the causes and dynamics of complex emergencies in Asia and options for building government capacity to prevent and respond to such situations. This project follows a similar five-year\, $7.6 million DoD-funded project in Africa called “Climate Change and African Political Stability” (CCAPS)\, on which Busby was a lead researcher. \n

DESCRIPTION:In collaboration with the Kozmetsky Center at St. Edward’s University\, we will offer a lecture by Dr. Fran Pilch\, Professor Emeritus of the United States Air Force Academy.  Dr. Pilch’s lecture will incorporate insights from the course she developed for the Air Force Academy entitled “War Crimes\, Genocide\, and Human Rights\,” and extensive research included in her book released on this topic in 2017. \nDr. Pilch’s lecture will concentrate on the actual accounts of survivors of Pol Pot’s genocide which claimed the lives of an estimated two million people—more than one-fourth of the total Cambodian population. \nDr. Pilch served as a Fulbright-Hays Scholar in South Africa and a Fulbright Scholar in Mongolia\, where she taught International Law at the School of Diplomacy\, National University of Mongolia\, in Ulaanbaatar.  In 2011-12\, she was named the Case Carnegie Colorado Professor of the Year.  She was awarded her B.A. from the University of Connecticut and her M.A. and Ph.D. in International Relations from Yale University. \n  \n \n

DESCRIPTION:The World Affairs Council of Austin is pleased to have David Oualaalou (pronounced Walalou\, known also as Dr. O) discuss China’s growing influence in the Middle East.  Dr. O is a global-affairs consultant\, analyst\, blogger\, author\, educator\, and former international security analyst in Washington\, DC. \nHis 15 years of experience in support of the US government’s foreign policy initiatives have given him a valuable perspective. His duties included providing regional orientation\, mediating cultural differences among the U.S. and its allies\, helping parties understand differing religious beliefs and values\, assisting with foreign internal defense\, offering insights into countries’ politics and economics\, and disseminating information to high-level officials during negotiations with foreign officials of targeted countries. Similarly\, he framed U.S. government policies and interests within the proper cultural and political context of countries engaged while facilitating cultural\, political\, economic\, and religious awareness between the U.S. and its counterparts. \nDavid worked in the field with elite U.S. military forces carrying out operations at the behest of U.S. policymakers. On many occasions\, he worked in and visited many countries in the Middle East and around the world in an official capacity representing the United States government. He speaks Arabic/French fluently\, grasp the depth of the Middle East’s economic\, social\, cultural\, and religious interactions\, and\, from both abstract and practical perspectives\, know how the region’s internal politics work. His assignments took him to Afghanistan\, Bolivia\, Cambodia\, Canada\, Denmark\, Djibouti\, England\, Finland\, France\, Germany\, Holland\, Iraq\, Ivory Coast\, Japan\, Kuwait\, Mexico\, Poland\, Romania\, Saudi Arabia\, Spain\, Sweden\, Switzerland\, Thailand\, and Yemen. \nDavid has written numerous analyses on global affairs issues which have appeared in many newspapers and online journals\, including the Slovak Atlantic Commission (SAC)\, an affiliate of the European Atlantic Council\, The HuffPost\, the Waco Tribune-Herald\, South China Morning Post (SCMP) in Hong Kong\, Eurasia Daily\, Journal on European Perspectives of the Western Balkans\, Defense Alert Journal\, MSN News\, Al-Jazeera\, Middle East & North Africa (MENA) Forum\, Security News Wire\, and Freedom and Justice Gate Journal in the Middle East\, among others. \nDavid has an international audience that spans the political spectrum. Some of his 140 plus articles have been translated into Arabic\, Chinese\, Farsi\, French\, German\, Malay\, Russian\, Spanish\, Thai\, Turkish\, and Vietnamese. \nDavid is the author of the Ambiguous Foreign Policy of The United States toward the Muslim World: More Than a Handshake (2016).
